WithaviewtokeepingupwiththenewdevelopmentsofhighereducationinChina,deepeningteachingreform,improvingteachingquality,andmeetingtheneedsofthecountryandsocietyforqualifiedpersonnelinthenewera,College
EnglishCurriculumRequirements(Requirementshereafter)hasbeendrawnuptoprovidecollegesanduniversitieswiththeguidelinesforEnglishinstructiontonon-Englishmajorstudents.
Becauseinstitutionsofhigherlearningdifferfromeachotherintermsofteachingresources,students’levelofEnglishuponenteringcollege,andthesocialdemandstheyface,collegesanduniversitiesshouldformulate,inaccordancewiththeRequirementsandinthelightoftheirspecific
circumstances,ascientific,systematicandindividualizedCollegeEnglishsyllabustoguidetheirownCollegeEnglishteaching.
I.CharacterandObjectivesofCollegeEnglish
CollegeEnglish,anintegralpartofhigherlearning,isarequiredbasiccourse
forundergraduatestudents.Undertheguidanceoftheoriesofforeignlanguageteaching,CollegeEnglishhasasitsmaincomponentsknowledgeandpracticalskillsoftheEnglishlanguage,learningstrategiesandinterculturalcommunication.Itisasystematicwhole,incorporatingdifferentteachingmodelsandapproaches.
TheobjectiveofCollegeEnglishistodevelopstudents’abilitytouseEnglishinawell-roundedway,especiallyinlisteningandspeaking,sothatintheirfuture
studiesandcareersaswellassocialinteractionstheywillbeabletocommunicateeffectively,andatthesametimeenhancetheirabilitytostudyindependentlyandimprovetheirgeneralculturalawarenesssoastomeettheneedsofChina’ssocialdevelopmentandinternationalexchanges.
II.TeachingRequirements
AsChinaisalargecountrywithconditionsthatvaryfromregiontoregionandfromcollegetocollege,theteachingofCollegeEnglishshouldfollowtheprincipleofprovidingdifferentguidancefordifferentgroupsofstudentsand
instructingtheminaccordancewiththeiraptitudesoastomeetthespecificneedsofindividualizedteaching.
TherequirementsforundergraduateCollegeEnglishteachingaresetatthreelevels,i.e.,basicrequirements,intermediaterequirements,andhigher
requirements.Non-EnglishmajorsarerequiredtoattaintooneofthethreelevelsofrequirementsafterstudyingandpracticingEnglishatschool.Thebasicrequirementsaretheminimumlevelthatallnon-Englishmajorshavetoreach
beforegraduation.Intermediateandadvancedrequirementsarerecommendedforthosecollegesanduniversitieswhichhavemorefavorableconditions;theyshouldselecttheirlevelsaccordingtotheschool’sstatus,typesandeducation
goals.
Institutionsofhigherlearningshouldsettheirownobjectivesinthelightoftheirspecificcircumstances,strivetocreatefavorableconditions,andenablethosestudentswhohavearelativelyhigherEnglishproficiencyandstrongercapacity
forlearningtomeettheintermediateoradvancedrequirements.
Thethreelevelsofrequirementsaresetasfollows:
Basicrequirements
1.Listening:
Studentsshouldbeabletofollowclassroominstructions,everydayconversations,andlecturesongeneraltopicsconductedinEnglish.
TheyshouldbeabletounderstandEnglishradioandTVprogramsspokenataspeedofabout130to150wordsperminute(wpm),graspingthemainideasandkeypoints.Theyareexpectedtobeabletoemploybasiclistening
strategiestofacilitatecomprehension.
2.Speaking:
StudentsshouldbeabletocommunicateinEnglishinthecourseoflearning,toconductdiscussionsonagiventheme,andtotalkabouteverydaytopicsinEnglish.Theyshouldbeabletogive,aftersomepreparation,
shorttalksonfamiliartopicswithcleararticulationandbasicallycorrectpronunciationandintonation.Theyareexpectedtobeabletousebasicconversationalstrategiesindialogue.
3.Reading:
StudentsshouldgenerallybeabletoreadEnglishtextson
generaltopicsataspeedof70wpm.Withlongeryetlessdifficulttexts,thereadingspeedshouldbe100wpm.Studentsshouldbeabletodoskimmingandscanning.Withthehelpofdictionaries,theyshouldbeabletoreadtextbooksintheirareasofspecialty,andnewspaperandmagazinearticlesonfamiliartopics,graspingthemainideasandunderstandingmajorfactsandrelevantdetails.Theyshouldbeabletounderstandtextsofpracticalstylescommonlyusedinworkanddailylife.Theyareexpectedtobeabletoemploy
effectivereadingstrategieswhilereading.
4.Writing:
Studentsshouldbeabletocompletewritingtasksforgeneralpurposes,e.g.,describingpersonalexperiences,impressions,feelings,orsomeevents,andtoundertakepracticalwriting.Theyshouldbeabletowritewithin30minutesashortcompositionofnolessthan120wordsonageneraltopic,oranoutline.Thecompositionshouldbebasicallycompleteincontent,clearinmainidea,appropriateindictionandcoherentindiscourse.Students
areexpectedtobeabletohaveacommandofbasicwritingstrategies.
5.Translation:
Withthehelpofdictionaries,studentsshouldbeabletotranslateessaysonfamiliartopicsfromEnglishintoChineseandviceversa.
ThespeedoftranslationfromEnglishintoChineseshouldbeabout300EnglishwordsperhourwhereasthespeedoftranslationfromChineseintoEnglishshouldbearound250Chinesecharactersperhour.Thetranslationshouldbebasicallyaccurate,freefromseriousmistakesincomprehensionorexpression.
6.RecommendedVocabulary:
Studentsshouldacquireatotalof4,795wordsand700phrases(includingthosethatarecoveredinhighschoolEnglishcourses),amongwhich2,000areactivewords.(SeeAppendixIII:
College
EnglishVocabulary.)Studentsshouldnotonlybeabletocomprehendtheactivewordsbutbeproficientinusingthemwhenexpressingthemselvesinspeakingorwriting.
Intermediaterequirements:
1.Listening:
StudentsshouldgenerallybeabletofollowtalksandlecturesinEnglish,tounderstandlongerEnglishradioandTVprogramsonfamiliartopicsspokenataspeedofaround150to180wpm,graspingthemainideas,keypointsandrelevantdetails.Theyshouldbeabletounderstand,byandlarge,
coursesintheirareasofspecialtytaughtinEnglish.
2.Speaking:
Studentsshouldbeabletoholdconversationsinfairlyfluent
English.Theyshould,byandlarge,beabletoexpresstheirpersonalopinions,feelingsandviews,tostatefactsandreasons,andtodescribeeventswithcleararticulationandbasicallycorrectpronunciationandintonation.
3.Reading:
StudentsshouldgenerallybeabletoreadessaysongeneraltopicsinpopularnewspapersandmagazinespublishedinEnglish-speaking
countriesataspeedof70to90wpm.Withlongertextsforfastreading,thereadingspeedshouldbe120wpm.Studentsshouldbeabletoskimorscanreadingmaterials.Whenreadingsummaryliteratureintheirareasofspecialty,
studentsshouldbeabletogetacorrectunderstandingofthemainideas,majorfactsandrelevantdetails.
4.Writing:
Studentsshouldbeabletoexpress,byandlarge,personalviewsongeneraltopics,composeEnglishabstractsforthesesintheirown
specialization,andwriteshortEnglishpapersontopicsintheirfield.Theyshouldbeabletodescribechartsandgraphs,andtocompletewithin30minutesashortcompositionofnolessthan160words.Thecompositionshouldbecompleteincontent,clearinidea,well-organizedinpresentationand
coherentindiscourse.
5.Translation:
Withthehelpofdictionaries,studentsshouldbeabletotranslateonaselectivebasisEnglishliteratureintheirfield,andtotranslatetextsonfamiliartopicsinpopularnewspapersandmagazinespublishedin
English-speakingcountries.ThespeedoftranslationfromEnglishintoChineseshouldbeabout350Englishwordsperhour,whereasthespeedoftranslationfromChineseintoEnglishshouldbearound300Chinesecharactersperhour.
Thetranslationshouldreadsmoothly,conveytheoriginalmeaningandbe,inthemain,freefrommistakesinunderstandingorexpression.Studentsareexpectedtobeabletouseappropriatetranslationtechniques.
6.RecommendedVocabulary:
Studentsshouldacquireatotalof6,395wordsand1,200phrases(includingthosethatarecoveredinhighschoolEnglishcoursesandtheBasicRequirements),amongwhich2,200areactivewords(includingtheactivewordsthathavebeencoveredintheBasicRequirements).

AdvancedRequirements:
1.Listening:
Studentsshould,byandlarge,beabletounderstandradioandTVprogramsproducedinEnglish-speakingcountriesandgraspthegistand
keypoints.TheyshouldbeabletofollowtalksbypeoplefromEnglish-speaking
countriesgivenatnormalspeed,andtounderstandcoursesintheirareasofspecialtyandlecturesinEnglish.
2.Speaking:
Studentsshouldbeabletoconductdialoguesordiscussions
withacertaindegreeoffluencyandaccuracyongeneralorspecializedtopics,andtomakeconcisesummariesofextendedtextsorspeechesinfairlydifficultlanguage.Theyshouldbeabletodeliverpapersatacademicconferencesandparticipateindiscussions.
3.Reading:
Studentsshouldbeabletoreadratherdifficulttexts,andunderstandtheirmainideasanddetails.TheyshouldbeabletoreadEnglisharticlesinnewspapersandmagazinespublishedabroad,andtoreadEnglishliteraturerelatedtotheirareasofspecialtywithoutmuchdifficulty.
4.Writing:
Studentsshouldbeabletowritebriefreportsandpapersintheirareasofspecialty,toexpresstheiropinions
