-TheSourcesofPoliticalDysfunction
ThecreationoftheU.S.ForestServiceattheturnofthetwentiethcenturywasthepremierexampleofAmericanstatebuildingduringtheProgressiveEra.PriortothepassageofthePendletonActin1883,publicofficesintheUnitedStateshadbeenallocatedbypoliticalpartiesonthebasisofpatronage.TheForestService,incontrast,wastheprototypeofanewmodelofmerit-basedbureaucracy.Itwasstaffedwithuniversity-educatedagronomistsandforesterschosenonthebasisofcompetenceandtechnicalexpertise,anditsdefiningstrugglewasthesuccessfuleffortbyitsinitialleader,GiffordPinchot,tosecurebureaucraticautonomyandescaperoutineinterferencebyCongress.Atthetime,theideathatforestryprofessionals,ratherthanpoliticians,shouldmanagepubliclandsandhandlethedepartment’sstaffingwasrevolutionary,butitwasvindicatedbytheservice’simpressiveperformance.Severalmajoracademicstudieshavetreateditsearlydecadesasaclassiccaseofsuccessfulpublicadministration.

Today,however,manyregardtheForestServiceasahighlydysfunctionalbureaucracyperforminganoutmodedmissionwiththewrongtools.Itisstillstaffedbyprofessionalforesters,manyhighlydedicatedtotheagency’smission,butithaslostagreatdealoftheautonomyitwonunderPinchot.ItoperatesundermultipleandoftencontradictorymandatesfromCongressandthecourtsandcoststaxpayersasubstantialamountofmoneywhileachievingquestionableaims.Theservice’sinternaldecision-makingsystemisoftengridlocked,andthehighdegreeofstaffmoraleandcohesionthatPinchotworkedsohardtofosterhasbeenlost.Thesedays,booksarewrittenarguingthattheForestServiceoughttobeabolishedaltogether. IftheForestService’screationexemplifiedthedevelopmentofthemodernAmericanstate,itsdeclineexemplifiesthatstate’sdecay.
现如今,在许多人眼中,林业局是一个极度失灵的官僚机构,用错误的工具履行过时的使命。

CivilservicereforminthelatenineteenthcenturywaspromotedbyacademicsandactivistssuchasFrancisLieber,WoodrowWilson,andFrankGoodnow,whobelievedintheabilityofmodernnaturalsciencetosolvehumanproblems.Wilson,likehiscontemporaryMaxWeber,distinguishedbetweenpoliticsandadministration.Politics,heargued,wasadomainoffinalends,subjecttodemocraticcontestation,butadministrationwasarealmofimplementation,whichcouldbestudiedempiricallyandsubjectedtoscientificanalysis.
弗朗西斯•列贝尔、伍德罗•威尔逊和弗兰克•古德诺等学者和社会活动家相信现代自然科学能够解决人类的问题,他们推动了十九世纪末期的公务员制度改革。
威尔逊和与他同时代的马克斯•韦伯一样,对政治与行政做出了区分。

Thebeliefthatpublicadministrationcouldbeturnedintoasciencenowseemsnaiveandmisplaced.Butbackthen,eveninadvancedcountries,governmentswererunlargelybypoliticalhacksorcorruptmunicipalbosses,so itwasperfectlyreasonabletodemandthatpublicofficialsbeselectedonthebasisofeducationandmeritratherthancronyism. Theproblemwithscientificmanagementisthateventhemostqualifiedscientistsofthedayoccasionallygetthingswrong,andsometimesinabigway.Andunfortunately,thisiswhathappenedtotheForestServicewithregardtowhatendedupbecomingoneofitscrucialmissions,thefightingofforestfires.
现在看来,过去那种把公共管理变成一门科学的想法,既幼稚又偏颇;但当时的情况是,即使发达国家的政府,在很大程度上也是由投机政客或腐败的市政老板们操纵的。
所以当时把唯才是举而非任人唯亲作为甄选公务员的标准是完全合理的。
科学管理有一个问题——就连最权威的科学家都有出错的时候,有时还会犯大错。
随着林业局的发展,森林灭火成为了它最重要的使命之一。
不幸的是,林业局在对待这个重要任务上,犯下了大错。
Pinchothadcreatedahigh-qualityagencydevotedtoonebasicgoal:
managingthesustainableexploitationofforestresources.TheGreatIdahoFireof1910,however,burnedsomethreemillionacresandkilledatleast85people,andthesubsequentpoliticaloutcryledtheForestServicetofocusincreasinglynotjustontimberharvestingbutalsoonwildfiresuppression.Yettheearlyproponentsofscientificforestrydidn’tproperlyunderstandtheroleoffiresinwoodlandecology.Forestfiresareanaturaloccurrenceandserveanimportantfunctioninmaintainingthehealthofwesternforests.Shade-intoleranttrees,suchasponderosapines,lodgepolepines,andgiantsequoias,requireperiodicfirestoclearareasinwhichtheycanregenerate,andoncefiresweresuppressed,thesetreeswereinvadedbyspeciessuchastheDouglasfir.(Lodgepolepinesactuallyrequirefirestopropagatetheirseeds.)Overtheyears,manyAmericanforestsdevelopedhightreedensitiesandhugebuildupsofdryunderstory,sothatwhenfiresdidoccur,theybecamemuchlargerandmoredestructive.
AftercatastrophessuchasthehugeYellowstonefiresin1988,whichendedupburningnearly800,000acresintheparkandtookseveralmonthstocontrol,thepublicbegantotakenotice.Ecologistsbegancriticizingtheveryobjectiveoffireprevention,andinthemid-1990s,theForestServicereversedcourseandofficiallyadopteda“letburn”approach.Butyearsofmisguidedpoliciescouldnotsimplybeerased,sincesomanyforestshadbecomegigantictinderboxes.
AsaresultofpopulationgrowthintheAmericanWest,moreover,inthelaterdecadesofthetwentiethcentury,manymorepeoplebeganlivinginareasvulnerabletowildfires.Asarepeoplechoosingtoliveonfloodplainsoronbarrierislands,sotheseindividualswereexposingthemselvestounduerisksthatweremitigatedbywhatessentiallywasgovernment-subsidizedinsurance.Throughtheirelectedrepresentatives,theylobbiedhardtomakesuretheForestServiceandotherfederalagenciesresponsibleforforestmanagementweregiventheresourcestocontinuefightingfiresthatcouldthreatentheirproperty.Underthesecircumstances,rationalcost-benefitanalysisproveddifficult,andratherthantrytojustifyadecisionnottoact,thegovernmentcouldeasilyendupspending$1milliontoprotecta$100,000home.

Whileallthiswasgoingon,theoriginalmissionoftheForestServicewaseroding.Timberharvestsinnationalforests,forexample,plunged,fromroughly11billiontoroughlythreebillionboardfeetperyearinthe1990salone.Thiswasduepartlytothechangingeconomicsofthetimberindustry,butitwasalsoduetoachangeinnationalvalues.Withtheriseofenvironmentalconsciousness,naturalforestswereincreasinglyseenashavenstobeprotectedfortheirownsake,noteconomicresourcestobeexploited.Andevenintermsofeconomicexploitation,theForestServicehadnotbeendoingagoodjob.Timberwasbeingmarketedatwellbelowthecostsofoperations;theagency’stimberpricingwasinefficient;andaswithallgovernmentagencies,theForestServicehadanincentivetoincreaseitscostsratherthancontainthem.
在致力于林火消防的同时,林业局离最初的使命渐行渐远。
以国家森林木材的年均采伐量为例,仅上世纪90年代,便从约110亿板英尺骤降至仅约30亿板英尺(1板英尺为1英尺长、1英尺宽且1英寸厚的木材体积——观察者网注)。
其中一部分原因是木材行情发生了变化,另一主因则是国家价值观发生了变化。
随着环保意识的抬头,越来越多为环保而环保的人将天然林视为庇护所,而不是有待开发的经济资源。
即便光谈经济开发,林业局的工作也没有做到位。
林业局未能对木材合理定价,导致木材以远低于运营成本的价格销售;并且该机构还沾染了所有政府机构的通病,一套错误的激励机制鼓励他们增加而不是限制成本。
TheForestService’sperformancedeteriorated,inshort,becauseitlosttheautonomyithadgainedunderPinchot.Theproblembeganwiththedisplacementofasingledepartmentalmissionbymultipleandpotentiallyconflictingones.Inthemiddledecadesofthetwentiethcentury,firefightingbegantodisplacetimberexploitation,butthenfirefightingitselfbecamecontroversialandwasdisplacedbyconservation.Noneoftheoldmissionswasdiscarded,however,andeachattractedoutsideinterestgroupsthatsupporteddifferentdepartmentalfactions:
consumersoftimber,homeowners,realestatedevelopers,environmentalists,aspiringfirefighters,andsoforth.Congress,meanwhile,whichhadbeenexcludedfromthemicromanagementoflandsalesunderPinchot,reinserteditselfbyissuingvariouslegislativemandates,forcingtheForestServicetopursueseveraldifferentgoals,someofthematoddswithoneanother.
简而言之,林业局由于失去了最初在平肖管理下获得的自主权,业绩每况愈下。
早在它以多重互相矛盾的使命取代原本单一的部门使命时,这个问题便已初露端倪。
在二十世纪中间的几十年里,林业局的使命从木材开采逐渐转为林火消防,然而因为林火消防本身存在争议,其部门使命又被林业保护所取代。
迎接新使命的同时,旧有使命没有被抛弃,它们分别吸引了木材消费者、林地房产主、地产开发商、环保人士、以及有抱负的消防队等各种外部利益集团,支持林业局下属的不同部门。
与此同时,当年被平肖挡在土地买卖之外的国会,如今再次签发各种法令插足微观管理事务,迫使林业局同时追求多项彼此矛盾的目标。
Thus,thesmall,cohesiveagencycreatedbyPinchotandcelebratedbyscholarsslowlyevolvedintoalarge,Balkanizedone.Itbecamesubjecttomanyofthemaladiesaffectinggovernmentagenciesmoregenerally:
itsofficialscametobemoreinterestedinprotectingtheirbudgetsandjobsthanintheefficientperformanceoftheirmission.Andtheyclungtooldmandatesevenwhenbothscienceandthesocietyaroundthemwerechanging.
因此,平肖创建的备受学界好评的林业局,由一个小而有凝聚力的机构,慢慢演变成一个大而无当、各自为政的烂摊子。
影响政府机关种种流弊,林业局占了个遍:
相比有效完成使命,林业局官员更在意保住预算和编制这一亩三分地。
即便科学和社会都在发生变化,他们还是固守早已过时的法令。
