Thankyou.Thankyouvery,verymuch.Thankyou.Goodmorning.Thankyouforanextraordinarilywarmwelcome,Charlottesville.Iamreallyhonoredtobehere.
SenatorTimKaine,thankyouvery,verymuchforyourgenerouswordsofintroduction.Tim,ashementioned,hasonlybeenontheForeignRelationsCommittee,Iguessnowforatotalofafewweeks,butIcan,basedonhistestimonyamomentago,positivelycommendhimonhisvotingrecord.(Laughterandapplause.)He’sreally–he’sfoundhimselfnewjobsecuritytoo,becausehereinVirginiayouhaveasingle-termgovernorforfouryears,sohehastradedonesinglefour-yeartermforasix-yeartermwithpotentialextension.(Laughter.)SogiventhefactthatItradedtheseveralextensionsforafour-yeartermandthenI’mfinished,maybeheknowssomethingandIoughttobelisteningtohim.(Laughter.)Icouldlearnathingortwofromhim.
Wedidn’toverlapforlong,butIwanttotelleverybodyherethatweknoweachotherprettywellfromserviceasaLieutenantGovernorandwhenhewasGovernorofthestate.IwasLieutenantGovernorofmystate,sowehavethatincommonbeforebeingsenators.
I’lltellyouaquickstory.AndIdon’tknowwhatyoudoinVirginiaasLieutenantGovernor,butinMassachusetts,onceuponatimeCalvinCoolidgewasLieutenantGovernor.Andhewasatadinnerparty,andhisdinnerpartnerturnedtohimandsaid,“Whatdoyoudo?
”Andhesaid,“Well,I’mCalvinCoolidge.I’mLieutenantGovernorofMassachusetts.”Andshesaid,“Ohwow,thatmustbereallyinteresting.Tellmeallaboutthejob.”Andhesaid,“Ijustdid.”(Laughter.)SoItrust,becausetheyembracedyouandme,wemadesomethingmoreoutofit.
ButIhavehugeadmirationforthepaththatTimKainehasfollowed.IknowhissenseofwhatAmericameanstotheworldwasforgedintheearlydaysthatCongressmanHurtreferredtoabouthismissionarywork,theCatholicmissionaryworkinginHonduras,justhelpingotherpeopletolivehealthierlives.AndIknow,becausetwoweeksaftertheelection,TimcalledmeandheaskedifhecouldserveontheForeignRelationsCommittee.Well,intheSenate,Iwilltellyou,youdon’talwaysgetthosecalls.Peoplewhostepforwardandvolunteerinthatwayonacommitteethatdoesn’thavetheopportunitytobringbaconbackhomeandperhapsdeliveritaseasyareelection.SoIknowthatinTimKaine,Virginiahasasenatorwho’sgoingtomakehismarkonthatcommittee,andhe’sgoingtomakethemarkforyourcommonwealthandourcountry,andwe’regratefulforyourservice,Tim.Thankyouvery,verymuch.(Applause.)
IalsoamparticularlygratefulforCongressmanRobertHurtbeingheretoday.Ihaveleftpartisanpoliticsandit’swonderfulformetobeabletowelcomepeopleinthecompletespiritofnonpartisanship,notjustbipartisan,butnonpartisanship.AndI’mparticularlygratefultohimforhisserviceinthestatelegislature,inbothhouses,nowintheHouse,andI’mconfidentfromthewordsyouexpressedandtheconversationwehad,you’regoingtomakeyourcontributiontoo.AndIthankyouforyourpresenceheretoday.(Applause.)
PresidentSullivan,thankyousomuchforwelcomingmeheretothishistoric,remarkablecampus.IjustfeastedontheviewasIwalkedacrossthelawnwithPresidentSullivan,andIhavetosayyouallareveryluckytogotoschoolhere.(Laughter.)ItisanhonortojoinyouhereonGrounds–(laughterandapplause)–thisvery,verybeautifulmonumenttothepotentialofthehumanmind.AndIhavetotellyou,tostandherebeneaththegazeofthesagesofAthens,thosethinkerswhogaveustheideaofdemocracy,whichweobviouslystillcontinuetoperfect,notonlyinourownnationbutaroundtheworld,wearegratefulforthat.
Iwilltellyoualso,Iwasherealongtimeagoasanundergraduate.Iplayedlacrossedownonthatfieldoverthereagainstyouguys,andmyfirstactofdiplomacyisliterallytoforgetwhowon.Ihavenoidea.Idon’tknow.(Laughter.)
Iwanttothankthefolksinuniform.IwanttothanktheROTCandallthoseofyouwhohaveservedandwillcontinuetoserveinsomewayforournation.Thereisnogreaterdeclarationofcitizenshipthanthat,andIhappentobelievetheword“citizen”isoneofthemostimportantintheAmericanlexicon.
SomemightaskwhyI’mstandinghereattheUniversityofVirginia,whyamIstartinghere?
ASecretaryofStatemakinghisfirstspeechintheUnitedStates?
Youmightask,“Doesn’tdiplomacyhappenoverthere,overseas,farbeyondtheboundariesofourownbackyards?
”
SowhyisitthatIamatthefootoftheBlueRidgeinsteadofontheshoresoftheBlackSea?
WhyamIinOldCabellHallandnotKabul,Afghanistan?
(Laughter.)
Thereasonisverysimple.Icameherepurposefullytounderscorethatintoday’sglobalworld,thereisnolongeranythingforeignaboutforeignpolicy.Morethaneverbefore,thedecisionsthatwemakefromthesafetyofourshoresdon’tjustrippleoutward;theyalsocreateacurrentrighthereinAmerica.Howweconductourforeignpolicymattersmorethaneverbeforetooureverydaylives,totheopportunitiesofallthosestudentsImetstandingoutside,whateveryeartheyarehere,thinkingaboutthefuture.It’simportantnotjustintermsofthethreatsthatweface,buttheproductsthatwebuy,thegoodsthatwesell,andtheopportunitythatweprovideforeconomicgrowthandvitality.It’snotjustaboutwhetherwe’llbecompelledtosendourtroopstoanotherbattle,butwhetherwe’llbeabletosendourgraduatesintoathrivingworkforce.That’swhyI’mheretoday.
I’mherebecauseourlivesasAmericansaremoreintertwinedthaneverbeforewiththelivesofpeopleinpartsoftheworldthatwemayhavenevervisited.Intheglobalchallengesofdiplomacy,development,economicsecurity,environmentalsecurity,youwillfeeloursuccessorfailurejustasstronglyasthosepeopleinthoseothercountriesthatyou’llnevermeet.Forallthatwehavegainedinthe21stcentury,wehavelosttheluxuryofjustlookinginward.Instead,welookoutandweseeanewfieldofcompetitors.Ithinkitgivesusmuchreasontohope.Butitalsogivesusmanymorerivalsdeterminedtocreatejobsandopportunitiesfortheirownpeople,avoraciousmarketplacethatsometimesforgetsmoralityandvalues.
Iknowthatsomeofyouandmanyacrossthecountrywishthatglobalizationwouldjustgoaway,oryouwistfullyremembereasiertimes.But,myfriends,nopolitician,nomatterhowpowerful,canputthisgeniebackinthebottle.Soourchallengeistotametheworstimpulsesofglobalizationevenasweharnessitsabilitytospreadinformationandpossibility,tooffereventhemostremoteplaceonEarththesamechoicesthathavemadeusstrongandfree.
SobeforeIleavethisweekendtolistentoouralliesandpartnersnextweekthroughoutEuropeandtheMiddleEast,andinthecomingmonthsacrossAsia,Africa,andtheAmericas,Iwantedtofirsttalkwithyouaboutthechallengethatwefacehereathome,becauseourengagementwiththerestoftheworldbeginsbymakingsomeimportantchoicestogether,andparticularlyaboutournation’sbudget.Oursenseofsharedresponsibility,thatwecareaboutsomethingbiggerthanourselves,isabsolutelycentraltothespiritofthisschool.It’salsocentraltothespiritofournation.
Asyouwellknow,andDr.Sullivanremindedyouamomentago,ourfirstSecretaryofStatefoundedthisgreatuniversity.Studentsofhisday,whenhedid,couldbasicallyonlystudylawormedicineorreligion.Thatwasaboutit.ButThomasJeffersonhadavision,andhebelievedthattheAmericanpeopleneededapublicplacetolearnadiversityofdisciplines–studiesofscienceandspace,offlora,fauna,andphilosophy.Hebuiltthisuniversityintheimageofwhathecalled“theillimitablefreedomofthehumanmind.”
Today,thoseofyouwhostudyhereandwhoteachhere,alongwiththetaxpayers,contributors,andparentswhobelieveinyourpotential,youareallinvestinginMr.Jefferson’svision.Nowthinkforamomentaboutwhatthatmeans.Whydoyouspendthemanydaysandtheborroweddollarsittakestoearnaneducationhere,oranywhere?
WhydidJeffersonwantthisinstitutiontoremainpublicandaccessible,notjusttoVirginiansbutasadestinationfromeverywhere?
Iknowthathewasn’tthinkingjustaboutyourgettingadegreeandajob.Itwasaboutsomethingmore.Jeffersonbelievedwecouldn’tbeastrongcountrywithoutinvestinginthekindofeducationthatempowersustobegoodcitizens.That’swhyfoundingthisuniversityisamongthefewaccomplishmentsthatJeffersonlistedonhisepitaphthathewroteforhimself.Tohim,thisplaceanditsgoalwasabiggerpartofhislegacythanservingasSecretaryofStateorevenasPresident,neitherofwhichmadethecut.
JustasJeffersonunderstoodthatweneedtoinvestineducationinordertoproducegoodcitizens,IjoinPresidentObamatodayinassertingwithurgencythatourcitizenrydeservesastrongforeignpolicytoprotectourinterestsintheworld.Awiseinvestmentinforeignpolicycanyieldforanationthesamereturnthateducationdoesforastudent.Andnoinvestmentthatwemakethatisassmallasthisinvestmentputsforwardsuchasizeablebenefitforourselvesandforourfellowcitizensoftheworld.That’swhyIwantedtohavethisconversationwithyoutoday,whichIhopeisaconversationthatextendswellbeyondthebordersofCharlottesville,wellbeyondthisuniversity,toallAmericans.
WhenItalkaboutasmallinvestmentinforeignpolicyintheUnitedStates,Imeanit.Notsolongago,someonepolledtheAmericanpeopleandasked,“Howbigisourinternationalaffairsbudget?
”Mostpeggeditat25percentofournationalbudget,andtheythoughtitoughttobeparedwaybacktotenpercentofournationalbudget.Letmetellyou,wouldthatthatweretrue.I’dtaketenpercentinaheartbeat,folks–(laughter)–becausetenpercentisexactlytentimesgreaterthanwhatwedoinvestinoureffortstoprotectAmericaaroundtheworld.
Infact,ourwholeforeignpolicybudgetisjustoveronepercentofournationalbudget.Thinkaboutitalittlebit.Overonepercent,alittlebitmore,fundsallofourcivilianandforeignaffairsefforts–everyembassy,everyprogramthatsavesachildfromdirtydrinkingwater,orfromAIDS,orreachesouttobuildavillage,andbringAmerica’svalues,everyperson.We’renottalkingaboutpenniesonthedollar;we’retalkingaboutonepennyplusabit,onasingledollar.
Sowhereyouthinkthisideacomesfrom,thatwespend25percentofourbudget?
Well,I’lltellyou.It’sprettysimple.Asarecoveringpolitician–(laughter)–Icantellyouthatnothinggetsacrowdclappingfasterinalotofplacesthansaying,“I’mgoingtoWashingtontogetthemtostopspendingallthatmoneyoverthere.”Andsometimestheygetalotmorespecific.
Ifyou’relookingforanapplauseline,that’saboutasguaranteedanapplauselineasyoucanget.Butguesswhat?
Itdoesnothingtoguaranteeoursecurity.Itdoesn’tguaranteeastrongercountry.Itdoesn’tguaranteeasoundereconomyoramorestablejobmarket.Itdoesn’tguaranteethatthebestinterestsofournationarebeingserved.Itdoesn’tguaranteethatanotheryoungAmericanmanorwomanwon’tgoandlosetheirlifebecauseweweren’twillingtomaketherightinvestmentshereinthefirstplace.
Weneedtosaynotothepoliticsofthelowestcommondenominatorandofsimplisticslogans,andstartmakingrealchoicesthatprotecttheinterestsofourcountry.That’simperative.(Applause.)
