REMARKSBYTHEPRESIDENTONTHEECONOMY
THEPRESIDENT:
Goodafternoon,everybody.I'dliketosayafewwordsaboutthestateofoureconomy,andwhatwe'redoingtoputAmericansbacktoworkandbuildanewfoundationforgrowth.
Lastweek,wereceivedareportonAmerica'sGrossDomesticProduct--akeymeasureofoureconomic's[sic]health--anditshowedmarkedimprovementoverthelastfewmonths.Thismorning,wereceivedadditionalsignsthattheworstmaybebehindus.Thoughwelost247,000jobsinJuly,thatwasnearly200,000fewerjobslostthaninJune,andfarfewerthanthenearly700,000jobsamonththatwewerelosingatthebeginningoftheyear.
Todaywe'repointed1intherightdirection.We'relosingjobsatlessthanhalftheratewewerewhenItookoffice.We'vepulledthefinancialsystembackfromthebrink2,andarisingmarketisrestoringvaluetothose401(k)sthatarethefoundationofasecureretirement3.We'veenabledfamiliestoreducethepaymentsontheirmortgages,makingtheirhomesmoreaffordable4andreducingthenumberofforeclosures.Wehelpedrevivethecreditmarketsandopeneduploansforfamiliesandsmallbusinesses.
Whilewe'verescuedoureconomyfromcatastrophe5,we'vealsobeguntobuildanewfoundationforgrowth.That'swhywepassedanunprecedented6RecoveryActlessthanamonthafterItookoffice--anddidsowithoutanyoftheearmarksorpork-barrelspendingthat'ssocommoninWashington.Now,there'salotofmisinformationabouttheRecoveryAct.Soletmerepeatwhatitisandwhatitisnot.Theplanisdividedintothreeparts.
One-thirdofthemoneyisfortaxreliefthat'sgoingdirectlytofamiliesandsmallbusinesses.ForAmericansstrugglingtopayrisingbillswithshrinkingwages,we'vekeptacampaignpromisetoputamiddleclasstaxcutinthepocketof95percentofworkingfamilies--ataxcutthatbeganshowingupinpaychecksaboutfourmonthsago.Wealsocuttaxesforsmallbusinessesontheinvestmentstheymake,andsubstantiallyincreasedloansthroughtheSmallBusinessAdministration.
AnotherthirdofthemoneyintheRecoveryActisforemergencyreliefthatishelping7folkswhohavebornethebruntofthisrecession.ForAmericanswhowerelaidoff,weexpandedunemploymentbenefits--ameasurethat'salreadymadeadifferenceinthelivesof12millionAmericans.We'remakinghealthinsurance65percentcheaperforfamiliesthatrelyonCOBRAwhilethey'relookingforwork.Andforstatesfacinghistoricbudgetshortfalls,weprovidedassistancethatsavedthejobsoftensofthousandsofteachersandpoliceofficersandotherpublicserviceworkers.
SothesetwothirdsoftheRecoveryActhavehelpedpeopleweathertheworstphaseofthisrecession,whilesavingjobsandstabilizing8oureconomy.Thelastthirdisdedicated9tothevitalinvestmentsthatareputtingpeoplebacktoworktodaytocreateastrongereconomytomorrow.Partofthatisthelargestnewinvestmentofinfrastructure10inAmericasinceEisenhowerbuilttheInterstateHighwaySystembackinthe1950s.ThesearejobsrebuildingAmerica:
upgradingroadsandbridges,andrenovating11schoolsandhospitals.
Nowaswebegintoputanendtothisrecession,wehavetoconsiderwhatcomesnext--becausewecan'taffordtoreturntoaneconomybasedoninflated12profitsandmaxedoutcreditcards;aneconomywherewedependondirtyandoutdated13sourcesofenergy;aneconomywherewe'reburdenedbysoaringhealthcarecoststhatserveonlythespecialinterests.Thiswon'tcreatesustainablegrowth,itwon'tshrinkourdeficit14,anditwon'tcreatejobs.
Andthat'swhywe'veputanendtothestatusquothatgotusintothiscrisis.Wecannotturnbacktothefailedpoliciesofthepast,norcanwestandstill.Nowisthetimetobuildanewfoundationforastronger,moreproductiveeconomythatcreatesthejobsofthefuture.
Andthisfoundationhastobesupportedbyseveralpillarstooureconomy.Weneedahistoriccommitmenttoeducation,sothatAmericaisthemosthighly-educated,well-trainedworkforce15intheworld.Weneedhealthinsurancereformthatbringsdowncosts,providesmoresecurityforfolkswhohaveinsurance,andaffordableoptionsforthosewhodon't.Andweneedtoprovideincentives16thatwillcreatenew,cleanenergysourcesforourindustries.That'swherethejobsofthefutureare,thatisthecompetitionthatwillshapethe21stcentury,andthat'saracethatAmericamustwin.Sowehavealotfurthertogo.AsfarasI'mconcerned,wewillnothaveatruerecoveryaslongaswe'relosingjobs,andwewon'trestuntileveryAmericanthatislookingforworkcanfindajob.Ihavenodoubtthatwecanmakethesechanges.Itwon'tbeeasy,though.Changeishard--especiallyinWashington.Wehaveasteepmountaintoclimb,andwestartedinaverydeepvalley.ButIhavefaithintheAmericanpeople--intheircapacityforhardworkandinnovation,intheircommitmenttooneanother,andtheircouragetofaceadversity.
We'veseenalreadythatstrengthofcharacteroverthecourseofthisrecession.Acrossthecountry,peoplehavepersevered17evenasbillshavepiledupandworkhasbeenhardtocomeby.EverywhereIgo,ImeetAmericanswho'vekepttheirconfidenceintheircountryandinourfuture.That'showwe'vepulledtheeconomybackfromthebrink.That'swhywe'returningthiseconomyaround.Iamconvincedthatwecanseealightattheendoftunnel,butnowwe'regoingtohavetomoveforwardwithconfidenceandconvictiontoreachthepromiseofanewday.
