Increasingly,theimportanceofsocialaspectsofknowledgeretentionandtransferhasbeenemphasisedintheliteratureonmanagingknowledge,withtherecognitionthatknowledgeisoftentacitandsituatedandembeddedwithinparticularsocialgroupsandsituations.Thishasconsiderablerelevanceforunderstandingattemptstomanageknowledgeinsettingswhereactivityandlearningareproject-based.Knowledgemanagementinsuchacontextfacesmanychallenges,duetotheone-offnatureofprojectworkandthemanyresultingdiscontinuitiesinmethodsoforganisationandflowsofpersonnel,materialsandinformation.Oneimportantconsequenceisthatsocialprocessespotentiallyplayanimportantpartinthediffusionandtransferofknowledgeandlearning.Thispapersetsouttoexaminethesignificanceofsocialfactorsinenhancingknowledgemanagementcapabilitiesinsuchanenvironment,drawinguponcasestudyresearchfromtheconstructionindustry.Themainfindingfromtheresearchisthatprocessesofknowledgecapture,transferandlearninginprojectsettingsrelyveryheavilyuponsocialpatterns,practicesandprocessesinwayswhichemphasisethevalueandimportanceofadoptingacommunity-basedapproachtomanagingknowledge.

Abstract
Publicinvolvementisaprocessthatinvolvesthepublicinthedecisionmakingofanorganization,forexampleamunicipalityoracorporation.Ithasdevelopedintoawidelyacceptedandrecommendedpolicyinenvironmentalteringprojects.TheEUWaterFrameworkDirective(WFD)tookforcein2000andstressestheimportanceofpublicinvolvementincomposingriverbasinmanagementplans.Therefore,theneedtodeveloppublicinvolvementmethodsfordifferentsituationsandcircumstancesisevident.
ThispaperdescribeshowvariouspublicinvolvementmethodshavebeenappliedinadevelopmentprojectinvolvingthemostheavilyregulatedlakeinFinland.Theobjectiveoftheprojectwastoassessthepositiveandnegativeimpactsofregulationandtofindpossibilitiesforalleviatingtheadverseimpactsonrecreationaluseandtheaquaticecosystem.Anexceptionaleffortwasmadetowardspublicinvolvement,whichwascloselyconnectedtoplanninganddecisionmaking.Theappliedmethodswere
(1)steeringgroupwork,
(2)survey,(3)dialogue,(4)themeinterviews,(5)publicmeetingand(6)workshops.Theinformationgatheredusingthesemethodswasutilizedindifferentstagesoftheproject,e.g.,inidentifyingtheregulationimpacts,comparingalternativesandcompilingtherecommendationsforregulationdevelopment.
Afterdescribingourcaseandtheresultsfromtheappliedpublicinvolvementmethods,wewilldiscussourexperiencesandthefeedbackfromthepublic.Wewillalsocriticallyevaluateourownsuccessincopingwithpublicinvolvementchallenges.Inadditiontothat,wepresentgeneralrecommendationsfordealingwiththeseproblematicissuesbasedonourexperiences,whichprovidenewinsightsforapplyingvariouspublicinvolvementmethodsinmulti-objectivedecisionmakingprojects.
