StatementofIntent
1.
(a)
Parkingstandardsforresidentialdevelopments(Section1)
Theoverallintentionofthestandardsistoensurethatsubjecttoroadcapacityconsiderations,futureresidentialdevelopmentsshouldhavesufficientparkingprovisiontomatchthecarownershipofresidents.
(b)
Parkingstandardsforcommunityfacilities(Section2)
Theprovisionofparkingforcommunityfacilitiesshouldgenerallybelimitedtooperationalrequirements.Usersofcommunityfacilitieswillgenerallybeexpectedtousepublictransportorpubliccarparks.However,forcertainmajorGICfacilitiessuchascultural/recreationalcomplexeswhichareofterritorialsignificance,theremaybeaneedtoprovidesufficientparkingspacescommensuratewiththenatureofsuchfacilities.
(c)
Parkingstandardsforcommercialfacilities(Section3)
Theoverallintentionofthestandardsistoensurethat,exceptinspecialcircumstances,futurecommercialdevelopmentsshouldhavesufficienton-siteparkingtomatchmanifestoperationalrequirements.
(d)
Parkingstandardsforindustrialandbusinessdevelopments(Section4)
Theoverallintentionofthestandardsistoensurethatsufficientparkingandloading/unloadingspacesareprovidedtosatisfyrequirements.
Inallcases,thelevelofprovisioninadevelopmentistobe decided by the Authority.ThestandardsservetoprovideaguidelineonwhichtheAuthoritywillbasethedecision.
2.
Theparkingstandardshavebeenformulatedfornewdevelopmentareas,includingcomprehensiveredevelopmentprojects.However,theAuthoritywillneedtohaveflexibility,withinandbeyondthestandardranges,tomeetspecialcircumstances,suchasredevelopmentinthebuilt-upurbanareas.TheAuthoritywillconsider,interalia,thefollowingaspectsoflanduse/transportinteractions:
(a)
proximitytoandqualityofpedestrianaccesslinkingrailwaystationsandothermajorpublictransportinterchanges;
(b)
availabilityofpublictransportservicesinthevicinity;
(c)
availabilityofpubliccarparksinthelocality;
(d)
projectedroadcapacityandtrafficvolumesinboththeimmediatevicinityandthewiderdistrict;
(e)
feasibilityofprovidingsafeentry/exitpoints;
(f)
existenceofclosedroadpermitpolicies(e.g.SouthLantauIsland);
(g)
areaandshapeofspecificsite;and
(h)
parkingdemandandsupplyconditioninthevicinity.
3.
GeneralNotes
(a)
TheAuthorityshallbetheDirectorofLandsinrespectofleases,theBuildingAuthorityinrespectofbuildingplans,andtherespectiveDistrictPlanningConferencesinrespectofplanningbriefs,takingadvicefromTransportandotherrelevantDepartments.
(b)
TheminimumprovisionofparkingagreedbytheAuthorityshallnotnormallycountforthegrossfloorareaofaproposeddevelopment;anyhigherprovisionmaybecountedforgrossfloorarea.Theagreedstandardshall,whereappropriate,beincorporatedinleaseconditions.
(c)
Forallunspecifiedcommercialandcommunityfacilities,provisionshallbeasdeterminedbytheAuthorityinlinewiththeStatementofIntent.Whereverfeasible,provisionshallbewithinthesite.
(d)
AlltrafficaccessdimensionsshallbeinaccordancewithspecificationsintheBuildingsOrdinanceandappropriatestandarddrawingsoftheHighwaysDepartmentanddetailsofdesignintheTransportDepartment'sTransportPlanningandDesignManual.
(e)
Wheredifferenttypesofdevelopment(e.g.residentialdevelopment,communityfacilities)areincludedonthesamesite,theappropriatestandardsshouldbeappliedcumulatively;somereductionmaybepermitted,however,whenitisevidentthatdemandwilloccursubstantiallyatdifferenttimes.
(f)
Inallnon-residentialdevelopments,additionalparkingspacesformotorcyclesattherateof5to10%ofthetotalprovisionforprivatecarswithrespecttoeachtypeofdevelopmentshouldbeprovided. Inthecaseofsubsidisedhousing,thecalculationshallbebasedon1motorcycleparkingspaceper110-250flatsexcludingoneperson/twopersonsflatsaswellasnon-residentialelements.Inthecaseofprivatehousing,thecalculationshallbebasedon1motorcycleparkingspaceper100-150flatsexcludingnon-residentialelements. Asageneralguideline,parkingspacesformotorcycles,whetheron-streetoroff-street,shouldbe1m(width)x2.4m(length).However,incasesofsiteconstraint,aminimumstandardof1mx2mcouldbeconsideredacceptable.

i)
Busesmeanamotorvehicleconstructedoradaptedforthecarriageofmorethan16passengersandtheirpersonaleffects.
ii)
Lightbusesmeanamotorvehiclehavingpermittedgrossvehicleweightnotexceeding4tonneswhichisconstructedoradaptedforusesolelyforthecarriageofnotmorethan16passengersandtheirpersonaleffects,butdoesnotincludeaninvalidcarriage,motorcycle,motortricycle,privatecarandtaxi.
iii)
Minimumheadroommeanstheclearancebetweenthefloorandthelowestprojectionfromtheceiling,includinganylightingunits,ventilationduct,conduitsorsimilarinstallations.
iv)
Thedesignoflay-byswouldbesubjecttothesatisfactionofTransportDepartment.
h.
Parkingforpersonswithdisabilities:
i)
Sufficientnumberofoff-streetcarparkingspacesshallbedesignatedasparkingforpersonswithdisabilitiesasbelow.
ii)
Therequirementsofparkingforpersonswithdisabilitiesinresidentialdevelopments,commercialfacilities,industrial,businessdevelopments,communityfacilitiesandotherdevelopmentswithreferencetoRegulation72oftheBuilding(Planning)Regulationsareasfollows:

iii)
Inadditiontotheaboverequirements,where(a)theresidentialdevelopmentisrequiredtoprovidevisitorparkingspaces,atleastonevisitorcarparkingspaceshallbeprovidedinaccordancewiththerequirementsforaccessibleparkingspacewhichwillenablepersonswithdisabilitiestousewithoutunduedifficulties,and(b)formedicalfacilities,atleastoneofthevisitorparkingspacesforpersonswithdisabilitiesshallbelocatedincloseproximitytoAccidentandEmergency(A&E)departments.
iv)
Wherethenumberofaccessibleparkingspacestobeprovidedaremorethantherequiredprovisionasstatedinpara.(h)(ii)above,theadditionalaccessibleparkingspacesmaybeusedbypersonswithoutdisabilitieswhenthereisnodemand.
v)
Accessibleparkingspacesshallbelocatedonhorizontalandlevelgroundandclosertoaccessibleentrances.Foramulti-storeycarpark,theseparkingspacesshallbeprovidedoneachlevelinordertoachievegreateraccessintermsofaccessibleentranceandconvenience.Ifacommunalcarparkservesdifferentbuildings,accessibleparkingspacesshallbedispersedsothatconvenientaccesstoeachbuildingisprovided.
vi)
Theminimumwidthforanaccessibleparkingspaceshallbe3.5m.Wherethereismorethanoneaccessibleparkingspacetobeprovided,theeffectoftheadditionalwidthcanbelessenedbyhavingasharedcommonloading/unloadingareawithawidthof1.2mandthewidthofsuchparkingspacesshallbenotlessthan2.5m.Theparkingspacesshouldbeprovidedincoveredareasasfaraspossible.ThetechnicaldetailsanddesignonparkingfordriverswithdisabilitiesareprovidedinVolume6Chapter8ofTPDMandtheThirdScheduletotheBuilding(Planning)Regulations,Cap123F.
vii)
Signageclearlyindicatingtheexactlocationsofthedesignatedparkingspacesforpersonswithdisabilitiesshallbeerectedinaconspicuousplaceattheentranceofthecarparkandwhereappropriateinthedevelopment.Thesignageisrequiredtobeplacedsoasnottobeobscuredandcanbeseenfromthedriver’sseat.
