Section1.ExecutiveSummary
Springfield’sSouthEndneighborhoodhasbeenthefocusofurbanrenewalactivitiesforoveralmostfortyyears.Thegeneralredevelopmentapproachhasbeenincrementalinnature.TheoriginalSouthEndUrbanRenewalPlan(SEURP)wasapprovedin1982,withamendmentstotheoriginalplaninitiatedasredevelopmentopportunitiesaroseovertime.EveryefforthasbeenmadetopreserveandrehabilitateexistingbuildingsintheSouthEnd,whileassemblinglandforcomplementarynewinvestmentintheneighborhood.
In2006,theUrbanLandInstitute(ULI)preparedareportentitled“Springfield,Massachusetts:
StrategiesforaSustainableCity”.ThisreportidentifiedtherevitalizationoftheSouthEndastheCity’shighestnear-termneighborhoodredevelopmentpriority.Thisreflectstheneighborhood’sstrategiclocationandtheneedforamoreaggressiveapproachtoitsrevitalization.
In2007,ULIBostonissuedamoredetailedreportspecificallyontheSouthEnd,indicatingthatapublic/privatepartnershipshouldundertakeacomprehensiveapproachtoaddressingtheneighborhood’smulti-facetedredevelopmentneeds.
InresponsetotheULIBostonreport,the“SouthEndRevitalizationCoalition”(SERC)wasestablished.ThisgrouprepresentsabouteightySouthEndstakeholdersincludingneighborhoodresidents,propertyowners,representativesofbusinessesandinstitutions,aswellaselectedandappointedgovernmentofficials.Thegrouphasmetonaregularbasisforoverthepasteighteenmonthsandhasprovidedamuchneededgrassrootsimpetusfortherevitalizationoftheneighborhood.
TheSERChasparticipatedintheformulationofaSouthEndActionPlanwiththefollowingelements:
∙Collaboratewithpoliceandneighborstoincreasepublicsafety
∙Improvevehicularandpedestriancirculationthoughtheneighborhood
∙PlacetheeyesofthecommunitydirectlyonEmersonWightPark
∙Rehabilitateexistingaffordablehousing
∙Increaseincomediversitywithnewhousing
∙Buildonthecurrentretailbaseandenhancethegatewaytoandfromdowntown
In2008,theconsultingfirmofGLCDevelopmentResources,LLCofBoston,workingwiththeSERC,publishedareportentitled“Springfield’sSouthEndNeighborhood:
RecommendationsandActionAgenda”.Basedonthisreport,thefollowingSouthEndActionAgendawasestablished:
∙InstallpublicimprovementsalongthelengthofMainStreetintheSouthEnd
∙UpgradeDwightStreetExtensionfromAdamsStreettoMarbleStreet
∙RehabilitatetheHollywoodmulti-familypropertieslocatedatthecoreoftheneighborhood
∙ReplacetheSpringfieldHousingAuthority’sMarbleApartments
∙ConnectAshmunandMarbleStreets
∙ExpandEmersonWightParktoMarbleStreet
∙ConnectDwightStreetwithRutledgeStreet
∙AttractanewretailusetothecornerofMainandAdamsStreets
∙RedevelopthevacantGeminiSiteonCentralStreet
∙AdvanceArlingtonCourt(acommercialrehabilitationprojectonEastColumbusAvenue)
∙Attractprivateinvestmentthroughouttheneighborhood
ThisproposedAmendment#8totheSEURPwillcreatethelegalauthoritynecessarytoundertaketheacquisition,relocation,demolition,siteassemblyanddispositionrequiredtocompletetheactioniteminvolvingtheexpansionofEmersonWightPark.
Establishedin1908,EmersonWightParkisoneoftheoldestpublicparksintheCityofSpringfield.This101yearoldparkistheonlysignificantpublicopenspaceservingtheSouthEndneighborhood.Unfortunately,theparkisnottheimportantcommunityassetthatitshouldbeforthefollowingreasons:
∙GiventhehighdensityoftheSouthEndneighborhoodandthesizeofthepopulationitserves,theexistingparkisundersizedandunderutilized.
∙Thelocationandphysicalconfigurationoftheparkresultsinitsisolationfromthesurroundingneighborhood.Thissituationhasdiscouragedutilizationoftheparkbyfamiliesandtheirchildren.Further,thisconfigurationhascreatedsecurityproblemsincludingdrugdealingandprostitution.
∙Accesstotheparkislimitedtoentrancesattheendoftwodead-endstreetsrunningeastfromMainStreet(RutledgeAvenueandWendellPlace)andasinglegateonMarbleStreet(thepark’smainentrance)thatislimitedtothewidthofasinglebuildinglot.AccessformaintenancevehiclesislimitedtoanawkwarddrivewaythatactuallyrunsthroughtheadjacentMarbleApartmentsownedbytheSpringfieldHousingAuthority.
∙Thecurrentparkfacilitiesarelimitedandingenerallypoorrepair.Thereisaneedforadditionalfacilitiesandasubstantialupgradetotheexistingfacilities.
∙Theparkhasverypoordrainage.Thesignificantstormwaterrunofffromthesteephilltotheeastrenderstheparkunusableforprolongedperiodsafterstorms.
TheurbanrenewalactivitiesproposedinAmendment#8willresultinanexpansionofEmersonWightParkbyabout1.6acresfrom6.9acresto8.5acres(anincreaseinsizeofapproximately25percent).Intheprocess,theparkwillbeopeneduptotheneighborhood,improvingvisibility,accessandsecurity.ExpandedandimprovedfacilitieswillbeinstalledwiththedesigntobedevelopedincollaborationwiththeSERC.
OtherSouthEndinitiativestobeundertakenseparatelybytheCityofSpringfieldandotherswithintheframeworkoftheSouthEndActionAgendawillcomplementtheexpansionofEmersonWightParkandviceversa.TheseactivitiesincludepublicimprovementsonMainStreetthroughouttheSouthEnd,thedemolitionofblightedstructures,andanexpansionofhousingopportunitiesthroughrehabilitationandnewconstruction.
Intheaggregate,themulti-facetedSouthEndActionAgendawillrevitalizetheproudSouthEndneighborhoodandrestoreitsstatureasatrulygreatplacetolive,workandplay.Amendment#8isanintegralcomponentofthiseffort.
Section2.SouthEndUrbanRenewalPlan–AChronology
TheoriginalSouthEndUrbanRenewalPlan(SEURP)isdatedJanuary,1982.ThepurposeoftheoriginalSEURPwastostimulatetherevitalizationoftheSpringfieldneighborhoodgenerallylocatedtotheeastsideofMainStreetbelowtheMapleStreetbluffandsouthoftheCentralBusinessDistrict.Themajorstrategicelementsofthisplanare:
housingrehabilitation,landassemblyfornewhousingconstruction,theeliminationofblight,theexpansionofopenspaceandtheprovisionofadditionaloff-streetparking.
Overtheyears,thegeneralapproachtakenbytheSEURPistofocusontargetedopportunitiesastheyarise.Asaresult,lessthan50percentofthepropertiesintheneighborhoodhavebeenacquired.
Todate,therehavebeensevenamendmentstotheoriginalSEURPaseffortstorevitalizetheSouthEndcontinuetoevolvetorespondtochangingcircumstances:
∙Amendment#1.TheplanwasfirstamendedinadocumentdatedApril,1983andentitled“NorthernTier”.ThisamendmentfocusedontheareaalongMainStreetfromUniontoWilliamStreets.
∙Amendment#2.TheplanwasfurtheramendedinadocumentdatedJune,1983andentitled“SouthernTier”.ThisamendmentfocusedontheareasaroundRichelieu,SaratogaandOswegoStreets.
∙Amendment#3.TheplanwasfurtheramendedinadocumentdatedAugust,1984andentitled“SouthernTier/HollywoodNeighborhood”.Thisamendmentaddressedthesouthernportionoftheprojectareaandaddedtwonewplanobjectives:
therevitalizationoftheSouthEndandaccesstoopenspace.
∙Amendment#4.TheplanwasfurtheramendedinadocumentdatedDecember,1984andalsoentitled“SouthernTier/HollywoodNeighborhood”.Thisamendmentmaderelativelyminorchanges.
∙Amendment#5.InNovember,1988,theplanwasfurtheramendedinadocumententitled“Main/Winthrop”toaddressanareaneartheintersectionofMainandUnionStreets.
∙Amendment#6.AminorplanchangewasapprovedinJune,2003changingthelanduseofcertainpropertiesonthenorthsideofMarbleStreet.
∙Amendment#7.AnotherminorplanchangewasapprovedinOctoberof2003changingthezoningandlanduseoftheGeminipropertyonMorrisStreettoallowhousingandcommercialusesonthesite.
Amendment#8thatisproposedhereinwouldaddten(10)propertiesforacquisitiononthesouthsideofMarbleStreetatthesouthernendoftheProjectAreaandtheneighborhood.Theseacquisitionswouldassemb
