医疗卫生事业是关系到人民群众幸福健康的惠民事业,对发展经济,保障社会稳定、构建和谐社会发挥着不可缺少,不可替代的作用。
加快医药卫生事业发展,适应人民群众日益增长的医药卫生需求,不断提高人民群众健康素质,是贯彻落实科学发展观、促进经济社会全面协调可持续发展的必然要求,是维护社会公平正义、提高人民生活质量的重要举措,是全面建设小康社会和构建社会主义和谐社会的一项重大任务。
当前我国医药卫生事业发展水平与人民群众健康需求及经济社会协调发展要求不适应的矛盾还比较突出。
城乡和区域医疗卫生事业发展不平衡,资源配置不合理,公共卫生和农村、社区医疗卫生工作比较薄弱,医疗保障制度不健全,药品生产流通秩序尚不规范。
尤其是在经济相对落后的地区,危害人民健康的地方病和传染病还时有发生,一些急危症患者因医疗条件限制而不能得到及时救治,特别是我省是肿瘤高发区域,而我省又缺乏治疗肿瘤的先进医疗设备,我省的肿瘤病人只能去其他省份治疗,因此因病致贫、因病返贫现象还比较普遍。
进入21世纪以来,全球癌症的新发病例不断增多,2000年约1000万人,
死亡约620万人,预计2020年癌症新发病例将达到1500万人。
癌症正在成为新世纪人类的第一杀手。
在我国,根据近10年全国人口主要死亡原
因的统计资料,恶性肿瘤在十大主要死亡原因中占第三位,仅次于呼吸系统和心血管疾病,而在35~45岁的中青年中则占第一位。
在全国20个城市
49个农村县的抽样调查,每年约有100万人发病,死亡约70~80万人,几乎每40秒就有一个死于癌症。
在城镇居民中,癌症已占死因的首位。
癌症的高发率不仅严重影响劳动力人口的健康,而且成为医疗费用上涨的主要因素。
据有关部门估算,每年用于癌症病人的医疗费用达数百亿元,对国民经济、人民健康、卫生服务与费用负担产生了严重影响。
由于中晚期癌症患者治疗效果尚不满意,其不良后果往往波及家庭及亲友,从而对社会稳定和群众情绪造成较大的负面影响。
特别是癌症高发地区多在农村和西部地区,是当地农民因病致贫、因病返贫的重要原因。
甘肃省地处西部欠发达地区,因自然条件较为恶劣,恶性肿瘤的发病情况更为严重,死亡率更高,每年因癌症死亡者达一万一千多人,是恶性肿瘤高发区,其发病率、死亡率近年来呈明显增长趋势,癌症已成为城乡居民的主要死亡原因,严重危及人民群众的工作和生活。
要彻底的改善这种状况,就必须加快医疗设施改革的步伐,建立健全
基层医疗卫生体系,全面改善医疗卫生基础设施条件,为广大群体提供更加优质和便捷的医疗服务,构筑公共安全和卫生的绿色屏障。
某某市人民政府在积极落实中央医疗卫生体制改革的基础上,提出建设医药产业园区。
据最新资料显示,目前甘肃省已成为恶性肿瘤的高发病率和高死亡率的地区,恶性肿瘤发病率最高为某某市。
其中某某消化系统恶性肿瘤的发生居中国首位。
世界卫生组织预测:
“21世纪癌症将成为人类的第一杀手并成为全球最大的公共卫生问题。
”当今国际上最先进、最科学和最有效的放疗手段,重离子加速器治疗肿瘤被公认为21世纪最理想的放射治疗手
段。
为了有效改善某某地区广大人民的健康状况,提高肿瘤患者生存状况,某某市积极引进重离子治疗肿瘤装置,重离子治疗肿瘤装置是由中国科学院近代物理研究所自主研发建造,此项技术的研发应用,使中国继美国、日本和德国之后,成为世界上第四个掌握重离子治疗肿瘤技术的国家。
项目的开工建设标志着我国第一台拥有自主知识产权的重离子治疗肿瘤装置从基础研究走向了临床应用,对甘肃乃至全国重离子技术的发展和应用具有重要的战略意义,对提升某某对外开放水平、推进某某跨越崛起、造福人民健康具有重大的促进作用。
为配合项目顺利开展,作为项目配套医疗机构,甘肃省某某肿瘤医院将搬迁扩建至某某重离子治疗肿瘤中心暨某某颐养园项目内,并从现在的500张床位扩建至1600张,从现在的三级乙等医院提升至三级甲等医院,同时规模全面配合项目提升。
同时对甘肃省某某肿瘤医院和重离子治疗中心进行全面整合,最终建成某某重离子治疗肿瘤中心。
资源整合后迁扩建后的甘肃省某某肿瘤医院现有的设施将移交给某某市卫生局,由卫生局另行安排使用。
近年来,由于设会经济的快速发展和城市化进程的不断推进,某某市
取得了令人瞩目的发展,但现有老城区由于多年的发展已无大的开发空间,中心城区土地日趋紧张,严重制约和阻碍了某某市社会经济的快速发
展。
某某市政府在最新的《某某市城市总体规划(纲要)(2011-2030年)》的基础上提出规划建设了某某新区,新区作为某某市委、市政府确定的
“十二五”期间的重大建设工程,对进一步促进某某市乃至甘肃省经济社会快速、健康、和谐发展具有重要意义,而此次开发建设的某某重离子治疗肿瘤中心(某某肿瘤医院)项目就位于新城区。
六、项目建设的必要性
1、实施本项目建设是提高我国治疗肿瘤手段,促进我国现代肿瘤医
学发展的必要性举措。
2、本项目实施是某某市高端医疗卫生服务、高端肿瘤医学、科研和检验培训的需要。
3、本项目是落实医疗卫生“十二五”规划,解决某某市医疗卫生资
源不足的必要性举措。
4、本项目实施是医院智能化、信息化、数字化管理的需要。
七、项目的预期目标
通过实施某某重离子治疗肿瘤中心项目,使某某重离子治疗肿瘤中心
成为“环境一流、设备一流、技术一流、服务一流”的集医疗、教学、科研、急救、预防为一体的大型综合性“三级甲等”医院。
本建设项目定位为1600床位的综合医院和重离子肿瘤治疗中心。
八、项目场址及交通优势:
某某重离子治疗肿瘤中心项目选址位于某某市凉州区,某某新城区。
拟建场址北至纬一路,即某某工贸有限公司和威龙葡萄酒基地的南边界,西至某某大道,东至经四路,南至纬三路。
项目拟建场址总占地面积164.32公顷。
周边的交通条件极为便利,距其西侧约1公里处为规划临武高速南北向经过,向南通至某某城区,向北可通至民勤和临武,在西北侧设有上下匝道;基地西南侧有金大快速通道,是某某市建设城乡统筹核心区的轴线和通道。
南侧连霍高速、 312国道以及兰新铁路经过,均是河西走廊重要的交通联系线,连接兰州、某某、金昌、张掖、酒泉、嘉峪关等城市。
随着交通、生态等条件的改变,某某市城市发展方向在市域层面将有新的调整,某某市未来借助各交通廊道的辐射效应,呈现出东南西北四个方向的辐射发展。
其中,基地所在的正东方向,既处于城市东西拓展轴的
延伸,又受临武高速发展轴和金大快速通道发展轴两个方向拉动,是未来城市发展的重要功能节点。
九、项目的建设内容和建设规模
工程规划用地1127936.8平方米,规划总建筑面积213180平方米,
1600张床位。
