THERUNWAYINCURSIONPROBLEMAlthoughgeneralaviationaccidentshavebeendecreasingoverthepastfewyears,incursionswithalldangersattachedtothemhavebeenincreasingatanalarmingrate.Itismerelyamatteroftimefortheseincursionsbecometragicaccidents.Knowledge,trainingandawarenessbecomeyoursafetynet.
Theairportmovementareasafetysystem(AMASS)complementsairportsurveillancebycomparingthetracksofaircraftonfinalapproachwiththemovementofvehicles/aircraftontheairportsurfaceasdetectedbytheASDE-3radartopredictconflictsandalertcontrollers.InPhase1ofNASmodernization,AMASSwillbedeployedatapproximately34high-activityairports.
Thestandardterminalautomationreplacementsystem(STARS)towerdisplayworkstationswillreplacethecurrentATCTdigitalbrightradarindicatortowerequipment(DBRITE).
Phase2(2003-2007)
Newrunwayincursionreductioncapabilitieswillbeimplementedtohelpreducethepossibilityoftrafficconflicts.Thisincludesadditionalsurveillance,airtrafficcontrol(ATC)tools,signage,lighting,newprocedures,andincreasedtraining.Theinstallationofanewsurfacesurveillance/conflictdetectionsystemforadditionalairportsisexpectedtobegininPhase2oftheNASmodernization.
Thesurfacemanagementsystem(SMS)willevolvefromtheSMAprototypeusedinAtlantaandwillincorporatelessonslearnedfromFreeFlightPhase1initialSMA.
5.HumanFactorsConsiderationsforthePotentialUseofElevatorsforFireEvacuationofFAAAirTrafficControlTowers.TheFederalAviationAdministration(FAA)isinterestedinthepossibilityofusingelevatorsforevacuationofairtrafficcontroltowersduringfireemergencies.AssumingthattheFAAcoulddesign,install,andmaintainelevatorsthatcouldsafelybeusedbytoweroccupantsduringfireevacuations,itwouldbeimportanttostudyanumberofhumanfactorconsiderations.Thisreport,whichispartlybasedoninterviewsofoccupantsinthirteenFAAtowers,discussestheseissues.Giventhefactthattherehasbeena20yearcampaigntodiscourageelevatoruseduringfireemergencies,mostintervieweesindicatedawillingnesstousesuchelevatorsasabackupmodeofescapewithsomereluctance.Thecontrolsintheelevatorwouldnotneedanymajormodificationbutaspecialcommunicationsystemwouldbeneeded.Fireemergencyplansandtrainingareimportanttoassureproperuseoftheproposedsystemandconfidenceinthesafetyitprovides.
6.HumanFactorsConsiderationsforthePotentialUseofElevatorsforFireEvacuationofFAAAirTrafficControlTowers,TheFederalAviationAdministration(FAA)isinterestedinthepossibilityofusingelevatorsforevacuationofairtrafficcontroltowersduringfireemergencies.AssumingthattheFAAcoulddesign,install,andmaintainelevatorsthatcouldsafelybeusedbytoweroccupantsduringfireevacuations,itwouldbeimportanttostudyanumberofhumanfactorconsiderations.Thisreport,whichispartlybasedoninterviewsofoccupantsinthirteenFAAtowers,discussestheseissues.Giventhefactthattherehasbeena20yearcampaigntodiscourageelevatoruseduringfireemergencies,mostintervieweesindicatedawillingnesstousesuchelevatorsasabackupmodeofescapewithsomereluctance.Thecontrolsintheelevatorwouldnotneedanymajormodificationbutaspecialcommunicationsystemwouldbeneeded.Fireemergencyplansandtrainingareimportanttoassureproperuseoftheproposedsystemandconfidenceinthesafetyitprovides.
AIRPORTSAFETYINCANADA
Canadahasanationalairportsystemthatisakeyelementinournationaltransportationinfrastructure.InaccordancewiththeNationalAirportsPolicy,Canadaisdevolvingtheoperationofairportstolocalauthoritiesandisfinalizingthemodernizationofitsairportsafetyregulationsforthisnewoperatingenvironment.
Canadahasanenviablesafetyrecordatitsairportsandtherevisedregulationsarebuildingonthisstrongfoundationtoachieveevenhigherlevelsofsafety.Theairportsafetyregulationsfocusonaccidentpreventionthroughriskmanagement,andareenforcedbyacomprehensivenationalsystemofinspectionsandaudits.
Inadditiontopreventingaccidents,TransportCanadaiscommittedtoprovidingacomprehensiveemergencyresponsesystematCanadianairportsacrossthecountry.WiththeimplementationofthenewAircraftEmergencyInterventionServices(AEIS)regulation,togetherwithexistingfirefightingregulationsforCanada’s28busiestairports,andtheregulationforemergencyresponseplansatallairports,TransportCanadahasputinplaceaneffectiveemergencyresponsesystemwithservicesappropriatetotrafficlevelsatindividualairports.

CAR303appliestothe28airportsthatcurrentlyhandleabout94percentofairtravellersinCanada.Twenty-fiveoftheseairportsformacorenetworkknownastheNationalAirportsSystem(NAS).NASairportsincludethoseinthenationalandprovincialandterritorialcapitals,aswellasairportsthathandleatleast200,000passengerseachyearandarethepointsoforiginanddestinationforalmostallinter-provincialandinternationalairserviceinCanada.

ThenewAEISregulationwillcovermedium-sizedairportsreceivingmorethan2,800passengerflightsperyear(approximatelyfourarrivalsanddeparturesperday)byaircraftthatseat20ormorepassengers.Thisnewregulationprovidesanappropriateandeffectiveemergencyresponseservice,andstrengthenstherequiredemergencyresponsecapabilityforapproximatelyanothertwopercentofairtravellersinCanada.
EmergencyResponsePlans
Allairports,includingthosecoveredbyCAR303orCAR308arerequiredtoprepareandsubmittoTransportCanadaforapprovalanemergencyresponseplandetailingtheairport’sresponseintheeventofadeclaredemergencyoraccident.Therefore,smallairportsmustmakeplanstomobilizeairportandcommunityresourcesinemergencies.
Summary
ThenewAEISisasignificantstepforwardintheprotectionofthetravellingpublicatmedium-sizedairports,andcompletesthecomprehensiveemergencyresponsesystemforairportsacrossCanada.Thisapproachexceedsthelevelofemergencyresponsecoverageinmostpeerstates,suchastheUnitedStatesandAustralia.ThedepartmentwillcontinuetomonitortheimplementationofAEISatairportsandwillreviewthefullrangeofemergencyresponseservicesagaininthreeyears.
GuidingPrinciplesandPolicies
ThefollowingguidingprinciplesarefundamentaltothesuccessoftheFederalwildlandfiremanagementprogramandtheimplementationofreviewrecommendations.TheproposedFederalpoliciesshownonthefollowingpagesweredevelopedasapartofthisreview.These"umbrella"Federalpoliciesdonotreplaceexistingagency-specificpoliciesbutwillcompeleachagencytoreviewitspoliciestoensurecompatibility.Individualagencypolicieswillbereflectedthroughthelandandfiremanagementplanningprocesses.
A.Firefighterandpublicsafetyisthefirstpriorityineveryfiremanagementactivity.
B.Theroleofwildlandfireasanessentialecologicalprocessandnaturalchangeagentwillbeincorporatedintotheplanningprocess.Federalagencylandandresourcemanagementplanssettheobjectivesfortheuseanddesiredfutureconditionofthevariouspubliclands.
C.Firemanagementplans,programs,andactivitiessupportlandandresourcemanagementplansandtheirimplementation.
D.Soundriskmanagementisafoundationforallfiremanagementactivities.Risksanduncertaintiesrelatingtofiremanagementactivitiesmustbeunderstood,analyzed,communicated,andmanagedastheyrelatetothecostofeitherdoingornotdoinganactivity.Netgainstothepublicbenefitwillbeanimportantcomponentofdecisions.
E.Firemanagementprogramsandactivitiesareeconomicallyviable,baseduponvaluestobeprotected,costs,andlandandresourcemanagementobjectives.Federalagencyadministratorsareadjustingandreorganizingprogramstoreducecostsandincreaseefficiencies.Aspartofthisprocess,investmentsinfiremanagementactivitiesmustbeevaluatedagainstotheragencyprogramsinordertoeffectivelyaccomplishtheoverallmission,setshort-andlong-termpriorities,andclarifymanagementaccountability.
F.Firemanagementplansandactivitiesarebaseduponthebestavailablescience.Knowledgeandexperiencearedevelopedamongallwildlandfiremanagementagencies.Anactivefireresearchprogramcombinedwithinteragencycollaborationprovidesthemeanstomakethisavailabletoallfiremanagers.
G.Firemanagementplansandactivitiesincorporatepublichealthandenvironmentalqualityconsiderations.
H.Federal,State,Tribal,andlocalinteragencycoordinationandcooperationareessential.Increasingcostsandsmallerworkforcesrequirethatpublicagenciespooltheirhumanresourcestosuccessfullydealwiththeeverincreasingandmorecomplexfiremanagementtasks.FullcollaborationamongFederalagenciesandbetweentheFederalagenciesandState,local,andprivateentitiesresultsinamobilefiremanagementworkforceavailabletothefullrangeofpublicneeds.
