1.1概述
开发和利用风电是实施可持续能源战略和实现电力工业可持续发展的重要举措。
大力发展风电符合国家环保、节能的产业策略。
阿拉善盟乔治风力有限公司集风力发电、风电机开发制造为一体的民营企业。
2008年6月公司与宗别立镇政府就项目合作和土地使用达成协议,拟在内蒙古阿拉善盟阿拉善左旗宗别立镇开发建设风力发电场,一期装机容量为49.5MW。
拟建阿拉善左旗乔治风电场一期49.5MW工程位于内蒙古自治区阿拉善盟阿拉善左旗宗别立镇境内,风电场中心位置距旗政府所在地宗别立镇约30km.阿拉善左旗地处阿拉善盟东部,西与阿拉善右旗、甘肃省相连,东南隔贺兰山与宁夏回族自治区相望,东北与巴颜淖尔盟、乌海市接壤,北与蒙古人民共和国交界。
地理位置东经103°21′~106°51′,北纬37°24′~41°52′,总面积80412km2。
全旗境内地域辽阔,成波状起伏的坦荡高原,一望无际的荒漠、半荒漠草原,腾格里、乌兰布和、亚馬雷克三大沙漠分布于境内,贺兰山横贯南部边缘,地势呈东南高,西北较低,海拔高度在1000~1500m之间,北部有的地方略低于1000m,最高处东部贺兰山主峰达郎浩绕,海拔3556.1m,最低处为银根盆地,海拔720m。
阿拉善左旗境内有铁路和不可通航的河流,境内干线公路有省道S218、S218支线、S312、S314、S317,交通便利。
阿拉善左旗地处亚洲大陆腹地,远离海洋,属典型中温带干旱区,冬寒夏热,昼暖夜凉,风大沙多,日照充足,蒸发强烈。
年平均气温8.3℃,年平均降水量120㎜,年蒸发量为300㎜以上,无霜期达150天左右。
每年都有部分地区受旱。
冬春多西北风,三、四月份为沙尘暴季节,年大风日数36天。
盛行偏西和偏北风。
阿拉善左旗辖10个镇、13个苏木、133个嘎查。
总人口为16.8953万人,占全盟总人口76.9%,人口密度为每平方公里2.1人。
“十五”期间,阿拉善左旗国民经济快速增长,经济实力显著增强。
2005年,全旗生产总值达到46亿元,是“九五”末的3.1倍,年均增长25.7%,高于全区水平9个百分点;财政收入达到4.3亿元,五年翻了两番,年均增长31.3%,高于全区水平3个百分点。
“十一五”期间,全旗生产总值年均增长29.1%,2010年达到165亿元;财政收入年均增长29.8%,2010年达到15.8亿元,实现五年翻两番目标;城镇居民人均可支配收入年均增长15.4%,农牧民人均纯收入年均增长16%,2010年分别达到18192元和7418元。
目前,阿拉善左旗现有110KV变电站两个,分别为吉兰泰110KV变电站、诺尔公110KV变电站;220KV变电站一个位于诺尔公苏木境内。
2008年底由西北电力总公司在阿拉善左旗茫乃嘎查筹建220KV变电站一座。
内蒙古阿拉善左旗乔治风电场一期49.5MW工程位于阿拉善左旗宗别立镇30公里,占地面积约18.0km2,风电场地理坐标范围东经103°28′28″~103°32′49″,北纬37°08′48″~37°11′17″,平均海拔1520m。
有省道S218向南沿县级公路X751直通风电场,交通便利。
风场区域内地貌特征以移动沙丘、半固定沙丘、固定沙丘、沙垄及沙链为主,地层下部以第四系中更新统地层为主,局部有第三系及第四系上更新统地层岩性。
总体地形西北高东南低。
地质构造相对稳定。
阿拉善左旗气候属典型中温带干旱区,大风日数多且持续时间长,有着丰富的风能资源,是发展风力发电的理想地区。
因此,阿拉善左旗具备开发风电的条件。
内蒙古阿拉善左旗乔治风电场一期工程建设规模49.5MW。
拟安装1500KW的风力发电机33台,同期建设一座220KV的变电站。
1.2风力资源
拟建内蒙古阿拉善左旗乔治风电场一期49.5MW工程位于内蒙古自治区阿拉善盟阿拉善左旗宗别立镇境内,该地区地形地貌以移动沙丘、半固定沙丘、固定沙丘、沙垄及沙链为主,交通便利,属典型中温带大陆性气候,多年年平均气温9.1℃,年平均气压为861.44hpa,多年极端最高气温41.1℃,极端最低气温-28.5℃。
多年年平均风速为2.9m/s,多年最大风速26m/s,有着丰富的风能资源。
根据本次对拟选风电场场址地区代表年50m高的年平均风速6.3m/s,年平均风功率密度270.1W/m2,代表年65m高的年平均风速6.5m/s,年平均风功率密度293.5W/m2,按(GB/T18710-2002)风功率密度等级表标准为2级,属于风能可利用区。
该厂址无破坏性风速,主风向频率大,大多数情况下,风速处于可利用的区域,风的品质较好,有开发价值。
1.3工程地质
工作区一带地形地貌为典型的风成地貌,地势开阔,成波状起伏。
地貌以移动沙
以移动沙丘、半固定沙丘、固定沙丘、沙垄及沙链为主。
固定、半固定沙丘大小不等,活动沙丘多以新月形为主。
地层下部以第四系中更新统地层为主,局部有第三系及第四系上更新统地层岩性。
总体地形西北高东南低。
地质构造相对稳定。
建筑物基础位于第四系地层之上,地层岩性主要为砂砾石,且有一定的胶结性,其他基承载力为260Kpa。
可利用天然地基,施工开挖边坡建议值为1:
0.75。
由《中国地震动峰质加速度区划图》(GB18306-2001)查得工作区位中国地震动峰质加速度0.15g,相当于地震基本烈度7度区。
各主要建筑物抗震设防烈度为7度。
根据《中国季节性冻土标准冻深线图》,风场区的季节性冻结深度为1.8m。
1.4项目任务与规模
内蒙古阿拉善左旗乔治风电场工程项目主要任务是向电网供电。
该项目总设计规模为1500MW。
计划按每期500MW以三期分步实施。
先期工程建设规模49.5MW,拟安装1500KW的风力发电机33台,经测算年上网量为9389.92万KV·h。
本期工程建设一座220KV的变电站一座,主变为一台容量63000KVA的变压器,风电场的220KV出线拟接入位于风电场东侧的西北电力总公司220KV变电站。
风电场为远期留有一定的扩容空间,相应的220KV变电站等电气设施都留有一定的扩建余地。
1.5风力发电机组选型和布置
根据阿拉善左旗乔治风电场风能资源评估成果以及设备运输条件和风力发电机组的安装条件等,初选该风电场单机容量为1500KW风力发电机组三种机型。
结合目前国内已建风电场的装机经验和风力发电机组的价格、技术成熟程度以及国产化率,对现阶段选择三种机型方案进行技术和经济分析比较。
初步推荐安装33台单机容量为1500KW风轮直径为82.7m的风电机组,总装机容量49.5MW。
根据本风电场的风能资源分析,风电场65m高度风能集中在WNW~NNW之间,占总风能的48.4%。
为使风电场的出力最大,风力发电机组沿垂直于风电场风能主方向布置。
