1编制依据和编制原则
编制依据
1)《***********电工程监控、收费、通信系统供货与安装招标文件》、《招标文
件澄清及补遗书》;
2)国家及有关部委现行有关施工规范、技术标准和验收标准;3)本投标人类似工程施工经验;
编制原则
1)以科学的管理提供质量保证,以完善的质量保证措施和体系,确保工程质量
优良。
以完善的安全保证措施和管理体系,确保施工安全和人身安全。
2)确保工期目标实现,确保根据招标文件要求的完工时间和全线通车运行日期
完成工程安装调试。
3)优化资源配置,快捷高效的干好本工程,实现社会效益和社会经济效益双丰
收。
4)推广使用新技术、新工艺、新材料,搞好技术创新,促进管理创新,提高工
程质量,降低工程成本。
5)加强环境保护和文明施工管理,团结协作,促进施工生产。
6)以作业队为施工实体,项目部内资源合理配置,既能集中力量进行主要项目
施工,又能灵活机动分项、分段施工。
7)积极与业主、设计、监理、相关施工单位、某省省政府相关部门联系,搞好
施工协调配合。
8)坚持“用户至上”和提供优质服务的指导思想,认真履行合同,并做到“合同执
行完,服务不终止”。
9)遵纪守法,积极配合,促进廉政建设。
遵守业主关于廉政建设的有关规定。

施工组织目标
工期目标:
若我方被确定为本机电工程的承包人,在接到中标通知书后,立即展开施工动员,并根据招标文件的预计通车时间确定该工程的完工日期,确保全线如期正常运营。
运行验收后12个月的缺陷责任期内提供优质的售后服务。
质量目标:
优质工程
以招标文件、设计文件及国家颁发的相关技术规范和验收标准为准则,制定创优规划,实现全线工程创优。
实现无大工程质量事故,无技术责任事故,无工程质量隐患事故,工程一次验收合格率100%,优良率96%以上。
经济目标:
为业主获得最大投入产出比,采用新技术新工艺、合理安排、精心组织,在不降低设备档次、不降低施工质量、不延长工期的情况下最大限度降低施工成本,实现双赢。
安全目标:
安全目标为:
实现无重大人身伤亡事故,无重大机械事故,无重大交通事故,消灭重大责任死亡事故;确保施工安全,确保交通安全。
文明施工目标:
科学管理、生产有序、团结协作、多方配合、保护环境及原有设施、场地整洁,争创文明施工工地。
环保目标:
保持施工现场、施工临时基地环境清洁,减少噪声、振动、废气和固体废弃物对环境的影响,符合国家和某省省有关环境保护法规及条例的要求。
