AbstractTheGovernmentexecutionabilityisadecisiveforcetomaintainthesurvivalandthedevelopmentofagovernmentagency.Urgentpracticaldevelopmentsandtheoreticalbasisexplorationsalsoneedtostrengthenit;meanwhile,deepenreformandconstructionoftheefficientgovernmentrequesttoresearchonthistopic.Theexecutionstatusofourgovernmenthasalreadymadecertainachievements,buttherearestillsignificantshortcomingswhichcouldimpactandharmtheimage,thecredibility,andtheperformanceofourgovernment.

INTRODUCTION
Recently,“Executionability”hasbeenwidelyusedinthefieldofbusinessadministration.Thereareseveralexplanationsfor“Executionability”,suchas”itisasetofbehavioralandtechnicalsystems,whichhelpcompanytoformaspecialcompetitiveadvantage.“Somescholarsinourcountryclaimthat“executionabilityisanimplementstrategyoforganizationanditisalsoacapacitytoachieveorganizationalstrategicobjectives.”Othersholdthat”Aftercompletingthespecificplanandformingthepolicy,thebehaviortoachievespecificgoalsisexecution,thustheabilitytoensuretheimplementationisexecutionability.”Inenterprisemanagementprocess,theexecutionabilitymainlyreferstothecapacityoffinishingitsstrategicplanandthetechnologysystemintheordinarycourseofbusiness.
Inrecentyears,theconceptof“executionability”hasbeenintroducedtopublicadministrationareasinourcountry.Asanexecutiveabilityinpublicadministration,itcanbeexplainedbythepowerandstrengthwhichisexistingingovernmentorganizations,anditmakesusexactlyunderstandthegovernment’starget,direction,elaboratedesignandimplementationplan,meanwhile,throughitwecanalsoeffectivelyutilize,scheduleandcontrolthevariousresourcesofthegovernmentsystemincludinghuman,financial,information,laws,theneffectivelyexecutethepublicpolicies,governmentdecisions,decrees,strategies,plans,andcompletethegovernmenttarget.Fromthesystemtheory,thegovernmentexecutiveabilityhasseveralconstituentelementsandenergysourcesasfollowaspects:

Nowadays,themaingovernmentexecutionundertakersarealllevelsofgovernmentandtheirdepartments,thusthegovernmentexecutivemainbodymainlyreferstothegovernmentorganization,theexecutivedepartmentsandtheirstuffsthatareresponsibleforperformingthetasksinternally,suchastheimplementationpolicydecisions,higherresolutionsandthedailypublicaffairs.Governmentexecutivebodyisanimportantfactortoperformactivitiesandanimportantsourceofexecutivepower,whichplaysacentralrole.Theabilityofgovernmentexecutivebodyisthemostefficientdominantfactorwhichimpactontheotherfactorsofexecutionsuchastheimplementationresources,themechanismeffectiveness. 1.THERESEARCHSIGNIFICANCEOFGOVERNMENTEXECUTIVEABILITY 1.1TheTheorySignificanceofGovernmentExecutionAbilityResearch
Theimportanceofgovernmentexecutiveabilityisfromthe“execution”statusinthehistoryofthegovernmentpublicadministration.Accordingtothepolicyscientists’surveyinUnitedStates,withinthegovernmentwork,toachievethegoalsofgovernmentpolicy,theschemedesignonlyaccountedfor10%,whiletheeffectiveimplementationremaining90%.
Firstly,thegovernmentexecutiveabilityistheconditionsandwaystoachievegovernmentfunction.Administrativefunctionmeansthatinordertopromotethepublicinterest,thenationaladministrativesubjectsneedtoundertakethebasicresponsibilityandfunctionwhentheydealwiththepublicaffairsandprovidingpublicservices.Itisalsotheunityofdutyandfunction.Inashortword,thegovernmentfunctionmainlyreferstowhatthegovernmentshouldmanageandtheextentofit.Thegovernmentexecutiveabilityistheconditionsandwaystocompleteachievegovernmentfunction,evenistheabilityofgovernmentagencytoimplypolicy.Historically,thegovernmentadministrativefunctionsareexpanding.Atthesametime,thegovernmentexecutiveabilityisalsogrowing.Thegovernmentexecutiveabilitydirectlyrestrictstheimplementationofadministrativefunctions.Thegovernmentfunctionregulatesthegovernmenttask,butthekeytoimplementthetaskisexecution.
