上次来这里时,我是英国反对党领导人。
尔后我们有了大选,它产生了共和党和自民党联合政府……工党这时候成了反对党,其宪法职责是公开问责新政=府。
事实上,在今天这个周三下午,要不是我在北京的话,就得准备每周提问的下院首相质询,议员们可以就所有**新政向我任意发问。
英国政-府永远从属于法治,这些是对政=府的制约。
有时它会让人则沮丧,但我们认为,这事与愿违会使我们的政=府更好,国家更强。
通过媒体,公众可直接听到与政=府相左的意见,这有时可能出现很麻烦,但公众对影响我们社=会的问题越了解,最终政=府就越容易作出以下理智决定,制定出赢得民心的相关政策有力配套措施。
我在英国当首相都没有专门的厨师为我做饭,只能去内阁蹭饭。
不仅如此,每十年收入全部公开。
每周两周亦需去下院每周接受质询,基本回来满脸都口水。
我要是躲进了老百姓家,抱着老百姓哭。
第二天泰晤士报英国首相标题会是的以无耻的眼泪换取选票。

chinaisoncoursetoreclaim,laterthiscentury,itspositionastheworld’sbiggestey thepositionithasheldfor18ofthelast20centuries. andanachievementofwhichthechinesepeoplearejustlyproud. putsimply: chinahasre-emergedasagreatglobalpower. threatoropportunity nowpeoplecanreacttothisinoneoftwoways. theycanseechina’sriseasathreat ortheycanseeitasanopportunity. theycanprotecttheirmarketsfromchina oropentheirmarketstochina. theycantryandshutchinaout orwelcomechinain,toanewplaceatthetoptableofglobalaffairs. therehasbeenachangeofgovernmentinbritainandachangeofprimeminister. butonthisvitalpointthereisabsolutecontinuitybetweenmygovernmentandthegovernmentsoftonyblairandgordonbrown. wewantastrongrelationshipwithchina.strongontrade.strongoninvestment.strongondialogue. imadethatclearasleaderoftheoppositionwhenivisitedbeijingandchongqingthreeyearsago. andirepeatitasprimeministerhereinchina’scapitaltoday. intheargumentabouthowtoreacttotheriseofchina. isayit’sanopportunity. ichooseengagementnotdisengagement. dialoguenotstand-off. mutualbenefit,notzero-sumgame. partnershipnotprotectionism. britainisthecountrythatarguesmostpassionatelyforglobalisationandfreetrade. freetradeisinourdna. andwewanttradewithchina.asmuchofitaswecanget. that’swhyihavewithmeonthisvisitoneofthebiggestandmosthigh-powereddelegationsabritishprimeministerhaseverledtochina. justthinkaboutsomeoftheprizesthattheriseofchinacouldhelptobringwithinourgrasp. strong,andsustainablegrowthfortheglobaley. vitalprogressonthedohatraderoundwhichcouldadd$170billiontotheglobaley. arealchancetogetbackontracktowardsalegallybindingdealonemissions unprecedentedprogressintacklingpoverty. chinahaslifted500millionpeopleoutofpovertyinjustthirtyyears. althoughthereisstillalongwaytogo–that’smorepeopleliftedoutofpovertythanatanytimeinhumanhistory. youcanseetheresultsrightacrossthisenormouscountry. wheniworkedinhongkongbrieflyin1985,shenzhenwasbarelymorethanasmalltown,surroundedbypaddyfieldsandwaterways. todayitisacitylargerthanlondon.itmakesmostoftheworld’sipodsandoneintenofitsmobilephones. andthereareotherbenefitstoointacklingtheworld’smostintractableproblems. iwelcomethefact,forexample,thatmorethan900chinesedoctorsnowworkinafricancountriesandthatinugandaitisachinesepharmaceuticalfirmthatisintroducinganewanti-malarialdrug. soiwanttomakethepositivecase fortheworldtoseechina’sriseasanopportunitynotathreat. butchinaneedstohelpustomakethatargument todemonstratethatasyoureygrows,sodooursharedinterests,andoursharedresponsibilities. weshareaninterestinchina’sintegrationintotheworldey,whichisessentialforchina’sdevelopment. ifwearetomaintaineurope’sopennesstochina,wemustbeabletoshowthatchinaisopentoeurope. soweshareaninterestinaninternationalsystemgovernedbyrulesandnorms. weshareaninterestineffectivecooperativegovernance,includingfortheworldey. weshareaninterestinfightingprotectionism andinaco-ordinatedrebalancingbetweensurplusanddeficitcountries. theseinterests,thoseresponsibilitiesarebotheicandpolitical. letmetakeeachinturn. eicresponsibilities first,eicresponsibilities. let’sgetstraighttothepoint. theworldeyhasbeguntogrowagainafterthecrisis. butthatgrowthisveryuneven. ledbychina,asiaandotheremergingmarketsaregrowingquickly. butinmuchoftheadvancedworldgrowthisslowandfragileandunemploymentstubbornlyhigh. weshouldnotbesurprisedatthis. thecrisishasdamagedmanyadvancedeiesandweakenedtheirfinancialsectors. theyfacemajorstructuralandfiscaladjustmentstorebalancetheireies. thisistrueofmyowncountry. weknowwhatstepsweneedtotaketorestorethepublicfinancesandrebalanceoureytowardsgreatersavingandinvestmentandgreaterexports. andwehavebeguntotakethem. butfortheworldeytobeabletogrowstronglyagain–andtogrowwithoutcreatingthedangerouseicandfinancialinstabilitiesthatledtothecrisis,weneedmorethanjustadjustmentintheadvancedworld. thetruthisthatsomecountrieswithcurrentatsurpluseshavebeensavingtoomuch whileotherslikeminewithdeficitshavebeensavingtoolittle. andtheresulthasbeenadangeroustidalwaveofmoneygoingfromonesideoftheglobetotheother. weneedamorebalancedpatternofglobaldemandandsupply,amorebalancedpatternofglobalsavingandinvestment. nowsometimeswhenyouhearpeopletalkabouteicimbalances,itcanseemasthoughcountriesthataresuccessfulatexportingarebeingblamedfortheirsuccess. that’sabsolutelynotthecase. weallshareaninterestandaresponsibilitytoco-operatetosecurestrongandbalancedglobalgrowth. thereisnogreaterillustrationofthisthanwhathappenedtochinaasthewesternbankingsystemcollapsed. chineseexportsfell12percent growthdroppedtoitslowestpointinmorethanadecade andsome20millionjobswerelostinthechineseexportsector. changesinthestructureofoureieswilltaketime. whatisimportantisthatthemajoreiesoftheworldhaveasharedvisionofthepathofthischange: whatactionscountriesshouldavoid;whatactionscountriesneedtotakeand,crucially,overwhatperioditshouldhappen. thisiswhytheg20–andthemeetinginseoul–issoimportant. togetherwecanagreeaapproach. wecancommittothenecessaryactions. wecanagreethatwewillholdeachothertoat. andjustaschinaplayedaleadingroleattheg20inhelpingtoavertaglobaldepression soitcanleadnow. iknowfrommydiscussionswithpremierwenhowcommittedchinaistoactionstorebalanceitsey. chinaisalreadytalkingaboutmovingtowardsincreaseddomesticconsumption betterhealthcareandwelfare moreconsumergoodsasitsmiddleclassgrows andintimeintroducinggreatermarketflexibilityintoitsexchangerate. thiscannotbecompletedovernight butitmusthappen. let’sbeclearabouttherisksifitdoesnot aboutwhatisatstakeforchinaandfortheuk–countriesthatdependonanopenglobaley. attheworstpointofthecrisis,weavertedprotectionism. butatatimeofslowgrowthandhighunemploymentinmanycountriesthosepressureswillriseagain alreadyyoucanseethem. countrieswillincreasinglybetemptedtotrytomaximisetheirowngrowthandtheirownemployment,attheexpenseofothers. globalisation–theforcethathasbeensopowerfulindrivingdevelopmentandbringinghugenumbersintotheworldeycouldgointoreverse. ifwefollowthatpathwewillallloseout. thewestwouldloseforsure.butsotoowouldchina. forthelasttwodecades,tradehasbeenaverypositivefactorinchina’sre-emergenceontheworldstage. ithasdrivenamazinggrowth andraisedthelivingstandardsofmillions. tradehashelpedstitchbackchina’snetworkofrelationswithcountriesacrosstheworld. weneedtomakesurethatitdoesnotturnintoanegativefactor. justasthewestwantsgreateraccesstochinesemarkets
