Thisdocumentwillbereviewedannuallyandupdatedasneeded,asaprojectproceedsthrougheachphaseofthesystemdevelopmentlifecycle.LessonslearnedasaresultofcontinuingstaffmanagementeffortswillbecapturedattheendofeachprojectphaseandusedtoimproveprojectandOSIstandards.Ifthedocumentiswritteninanolderformat,thedocumentshouldberevisedintothelatestOSItemplateformat.
Thisdocumentcontainsarevisionhistorylog.Whenchangesoccur,theversionnumberwillbeupdatedtothenextincrementandthedate,ownermakingthechange,andchangedescriptionwillberecordedintherevisionhistorylogofthedocument.

Thestaffmanagementprocessfortheprojectconsistsofthefollowingfiveelements:
StaffPlanning,StaffAcquisition,StaffTraining,StaffTracking,andStaffTransition.

2.1.1StaffingEstimates
Providegraphicalinformationoftheproject’sestimatedstaffrequirementbyphase.Figure2isanexampleofachartthatshowsstaffingestimates.Projectsmaychoosetodeveloptheirowntoolstocapturetheirproject-specificinformation.Anotheralternativeistoprovidechart(s)thatincludes,butisnotlimitedto,thefollowinginformation:
-Numbersofrequiredstaffforeachprojectphase.
-Durationofpersonnelrequirement.
-Sourceofstaff(e.g.,existingstatestaff,newhire/transferfromanotherorganization,consultant/contractor).
-Scheduleforarrivalanddepartureofrequiredstaff.
Providedetailsofhowthestaffingestimateswerecreatedorderived.Citespecificsourcematerialsormethodologies/toolsusedtocreatetheestimateand,indicatehowtheestimateswerevalidated.
TheexampleshowninFigure2shouldbeupdatedforeachphaseastheprojectmovesthroughtheOSIlifecyclephases.Thepurposeistoindicatethestaffrequirementsandhowyouwillobtainthenecessaryresources.ThesampledepictsFull-TimeEquivalent(FTE)employeesandispoint-in-timesnapshots.

2.1.2StaffingAssumptionsandConstraints
Discussanyassumptionsandconstraintsassociatedwiththestaffingestimatesdescribedintheprevioussection.
2.1.3ProjectOrganization
Includeanorganizationalchartoftheproject.Ifdesired,itmaybemovedtoanappendix.
2.2StaffingAcquisition
TheProjectOfficeisamatrixorganizationwithstafffromtheSponsororganization,OSI,andconsultantstaff.TheFSRortheAPDdetailthestaffingrequirementsfortheproject.
2.2.1StateStaffAcquisition
Statestaffwillbeacquiredusingthenormalstatehiringprocess.PositiondescriptionsandminimumqualificationswillbepreparedandprocessedthroughthenormalOSIHumanResourceschannels.TheProjectOfficecoordinateswithOSIHumanResourcestodeterminetheappropriatestaffclassification,advertisetheposition,scheduletheinterviews,andselectthestaff.
