FollowingisatranscriptofPresidentBush’sStateoftheUnionaddressonMonday,asrecordedbytheFederalNewsService:
Thankyou,MadameSpeaker.Thankyouall.
MadameSpeaker,VicePresidentCheney,membersofCongress,distinguishedguestsandfellowcitizens,sevenyearshavepassedsinceIfirststoodbeforeyouatthisrostrum.Inthattime,ourcountryhasbeentestedinwaysnoneofuscouldhaveimagined.Wehavefacedharddecisionsaboutpeaceandwar,risingcompetitionintheworldeconomy,andthehealthandwelfareofourcitizens.Theseissuescallforvigorousdebate,andIthinkit’sfairtosaywe’veansweredthecall.
Yethistorywillrecordthatamidourdifferences,weactedwithpurpose.And,together,weshowedtheworldthepowerandresilienceofAmericanself-government.
AllofusweresenttoWashingtontocarryoutthepeople’sbusiness.Thatisthepurposeofthisbody.Itisthemeaningofouroath.Itremainsourchargetokeep.
Theactionsofthe110thCongresswillaffectthesecurityandprosperityofournationlongafterthissessionhasended.Inthiselectionyear,letusshowourfellowAmericansthatwerecognizeourresponsibilitiesandaredeterminedtomeetthem.LetusshowthemthatRepublicansandDemocratscancompeteforvotesandcooperateforresultsatthesametime.
Fromexpandingopportunitytoprotectingourcountry,wehavemadegoodprogress;yetwehaveunfinishedbusinessbeforeus,andtheAmericanpeopleexpectustogetitdone.Intheworkahead,wemustbeguidedbythephilosophythatmadeournationgreat.
AsAmericans,webelieveinthepowerofindividualstodeterminetheirdestinyandshapethecourseofhistory.Webelievethatthemostreliableguideforourcountryisthecollectivewisdomofordinarycitizens.
Andsoinallwedo,wemusttrustintheabilityoffreepeopletomakewisedecisionsandempowerthemtoimprovetheirlivesfortheirfutures.Tobuildaprosperousfuture,wemusttrustpeoplewiththeirownmoneyandempowerthemtogrowoureconomy.
Aswemeettonight,oureconomyisundergoingaperiodofuncertainty.Americahasaddedjobsforarecord52straightmonths,butjobsarenowgrowingataslowerpace.Wagesareup,butsoarepricesforfoodandgas.Exportsarerising,butthehousingmarkethasdeclined.Atkitchentablesacrossourcountry,thereisaconcernaboutoureconomicfuture.
Inthelongrun,Americanscanbeconfidentaboutoureconomicgrowth.Butintheshortrun,wecanallseethatthatgrowthisslowing.SolastweekmyadministrationreachedagreementwithSpeakerPelosiandRepublicanleaderBoehneronarobustgrowthpackagethatincludestaxreliefforindividualsandfamilies,andincentivesforbusinessinvestment.
Thetemptationwillbetoloadupthebill.Thatwoulddelayitorderailit,andneitheroptionisacceptable.
Thisisagoodagreementthatwillkeepoureconomygrowingandourpeopleworking,andthisCongressmustpassitassoonaspossible.
Wehaveotherworktodoontaxes.UnlesstheCongressacts,mostofthetaxreliefwehavedeliveredoverthepastsevenyearswillbetakenaway.SomeinWashingtonarguethatlettingtaxreliefexpireisnotataxincrease.Tryexplainingthatto116millionAmericantaxpayerswhowouldseetheirtaxesrisebyanaverageof$1,800.
Othershavesaidtheywouldpersonallybehappytopayhighertaxes.Iwelcometheirenthusiasm.I’mpleasedtoreportthattheI.R.S.acceptsbothchecksandmoneyorders.
MostAmericansthinktheirtaxesarehighenough.Withalltheotherpressuresontheirfinances,Americanfamiliesshouldnothavetoworryaboutthefederalgovernmenttakingabiggerbiteoutoftheirpaychecks.There’sonlyonewaytoeliminatethisuncertainty:
makethetaxreliefpermanent.AndmembersofCongressshouldknow:
Ifanybillraisestaxesreachesmydesk,Iwillvetoit.
JustaswetrustAmericanswiththeirownmoney,weneedtoearntheirtrustbyspendingtheirtaxdollarswisely.Nextweek,Iwillsendyouabudgetthatterminatesorsubstantiallyreduces151wastefulorbloatedprogramstotalingmorethan$18billion.ThebudgetthatIwillsubmitwillkeepAmericaontrackforasurplusin2012.
Americanfamilieshavetobalancetheirbudgets;soshouldtheirgovernment.
Thepeople’strustintheirgovernmentisunderminedbyCongressionalearmarks,special-interestprojectsthatareoftensnuckinatthelastminutewithoutdiscussionordebate.LastyearIaskedyoutovoluntarilycutthenumberandcostofearmarksinhalf.Ialsoaskedyoutostopslippingearmarksintocommitteereportsthatneverevencometoavote.
Unfortunately,neithergoalwasmet.
Sothistime,ifyousendmeanappropriationsbillthatdoesnotcutthenumberandcostofearmarksinhalf,I’llsenditbacktoyouwithmyveto.AndtomorrowIwillissueanexecutiveorderthatdirectsfederalagenciestoignoreanyfutureearmarkthatisnotvotedonbyCongress.Iftheseitemsaretrulyworthfunding,theCongressshoulddebatethemintheopenandholdapublicvote.
Oursharedresponsibilitiesextendbeyondmattersoftaxesandspending.Onhousing,wemusttrustAmericanswiththeresponsibilityofhomeownershipandempowerthemtoweatherturbulenttimesinthehousingmarket.MyadministrationbroughttogethertheHopeNowalliance,whichishelpingmanystrugglinghomeownersavoidforeclosure.
AndCongresscanhelpevenmore.TonightIaskyoutopasslegislationtoreformFannieMaeandFreddieMac,modernizetheFederalHousingAdministrationandallowstatehousingagenciestoissuetax-freebondstohelphomeownersrefinancetheirmortgages.ThesearedifficulttimesformanyAmericanfamilies,andbytakingthesesteps,wecanhelpmoreofthemkeeptheirhomes.
Tobuildafutureofqualityhealthcare,wemusttrustpatientsanddoctorstomakemedicaldecisionsandempowerthemwithbetterinformationandbetteroptions.Weshareacommongoal:
makinghealthcaremoreaffordableandaccessibleforallAmericans.
Thebestwaytoachievethatgoalisbyexpandingconsumerchoice,notgovernmentcontrol.SoIhaveproposedendingthebiasinthetaxcodeagainstthosewhodonotgettheirhealthinsurancethroughtheiremployer.Thisonereformwouldputprivatecoveragewithinreachformillions,andIcallontheCongresstopassitthisyear.
Congressmustalsoexpandhealthsavingsaccounts,createAssociationHealthPlansforsmallbusinesses,promotehealthinformationtechnologyandconfronttheepidemicofjunkmedicallawsuits.Withallthesesteps,wewillhelpensurethatdecisionsaboutyourmedicalcarearemadeintheprivacyofyourdoctor’soffice,notinthehallsofCongress.
Oneducation,wemusttruststudentstolearnifgiventhechanceandempowerparentstodemandresultsfromourschools.
Inneighborhoodsacrossourcountry,thereareboysandgirlswithdreams,andadecenteducationistheironlyhopeofachievingthem.Sixyearsago,wecametogethertopasstheNoChildLeftBehindAct,andtodaynoonecandenyitsresults.
Lastyear,fourthandeighthgradersachievedthehighestmathscoresonrecord.Readingscoresareontherise.African-AmericanandHispanicstudentspostedall-timehighs.Nowwemustworktogethertoincreaseaccountability,addflexibilitiesforstatesanddistricts,reducethenumberofhighschooldropouts,provideextrahelpforstrugglingschools.
MembersofCongress,theNoChildLeftBehindActisabipartisanachievement.Itissucceeding.AndweoweittoAmerica’schildren,theirparents,andtheirteacherstostrengthenthisgoodlaw.
Wemustalsodomoretohelpchildrenwhentheirschoolsdonotmeasureup.
ThankstotheD.C.OpportunityScholarshipsyouapproved,morethan2,600ofthepoorestchildreninournation’scapitalhavefoundnewhopeatafaith-basedorothernon-publicschool.
Sadly,theseschoolsaredisappearingatanalarmingrateinmanyofAmerica’sinnercities.SoIwillconveneaWhiteHousesummitaimedatstrengtheningtheselifelinesoflearning.
Andtoopenthedoorsoftheseschoolstomorechildren,Iaskyoutosupportanew$300millionprogramcalledPellGrantsforKids.WehaveseenhowPellgrantshelplow-incomecollegestudentsrealizetheirfullpotential.Together,we’veexpandedthesizeandreachofthesegrants.Nowletusapplythatsamespirittohelpliberatepoorchildrentrappedinfailingpublicschools.
Ontrade,wemusttrustAmericanworkerstocompetewithanyoneintheworld,andempowerthembyopeningupnewmarketsoverseas.
TodayoureconomicgrowthincreasinglydependsonourabilitytosellAmericangoodsandcropsandservicesallovertheworld.Sowe’reworkingtobreakdownbarrierstotradeandinvestmentwhereverwecan.
We’reworkingforasuccessfulDoharoundoftradetalks,andwemustcompleteagoodagreementthisyear.Atthesametime,we’repursuingopportunitiestoopenupnewmarketsbypassingfree-tradeagreements.
IthanktheCongressforapprovingagoodagreementwithPeru,andnowIaskyoutoapproveagreementswithColombiaandPanamaandSouthKorea.ManyproductsfromthesenationsnowenterAmericaduty-free,yetmanyofourproductsfacesteeptariffsintheirmarkets.Theseagreementswillleveltheplayingfield.Theywillgiveusbetteraccesstonearly100millioncustomers.Theywillsupportgoodjobsforthefinestworkersintheworld:
thosewhoseproductssay“MadeintheU.S.A.”
TheseagreementsalsopromoteAmerica’sstrategicinterests.ThefirstagreementthatwillcomebeforeyouiswithColombia,afriendofAmericathatisconfrontingviolenceandterror,andfightingdrugtraffickers.Ifwefailtopassthisagreement,wewillemboldenthe
