    13、.29中文摘要现代远程教育是以计算机、多媒体、现代通信等信息技术为主要手段,将信息技术和现代化教育思想有机结合的一种新型教育方式,是工业化和信息化时代的产物。农村党员干部现代远程教育,则是利用信息化手段对农村党员干部和群众进行的教育,是我们党根据新形势新任务制定的一项重大举措。农村党员干部现代远程教育作为一项深得民心的“三农”重要工程之一,对农村党员干部争先创优,以及农村、农民和农业问题的合理解决意义重大。国内外对这一课题十分重视,一直作为现代教育的一个重要的研究领域和分支来研究,无论是研究的内容和研究方法都已经进入一个相对成熟的状态。本文选取的罗庄区,作为临沂市农村党员干部现代远程教育试点区

    14、,自2004年开展党员干部现代远程教育工作至今已有8年时间。本文对临沂市罗庄区农村党员干部现代远程教育8年发展历程的研究,主要涉及罗庄区农村党员干部现代远程教育的发展历程、发展的具体实践、发展成效以及存在的难点等,并对发展过程中出现的难点提出相应的对策建议、对未来的发展前景进行了展望。从2004年至今,罗庄区农村党员干部现代远程教育的发展经历了站点建设、健全管理机制、成熟转型三个阶段,每个阶段都有各自工作的侧重点。具体实践中,涵盖了远程站点、资源库及辅助教学网站建设、教学资源建设、学习机制、站点维修维护及监管机制、骨干队伍建设等五个方面的内容。发展成效上,经过8年实践积累,站点管理水平进一步提

    15、高,在设备更新、队伍建设、管理水平上都取得了进步;教学资源上,通过整合信息资源、技术资源和课件资源,构建资源整合开发机制,实现教学资源多元化;创新发展思路,多层次拓展远程教育功能,实施了远程教育资源“在线综合服务系统研发提升工程”、建设远程教育网上政务大厅、推进远程教育“入企”和“五进”活动、实施远程教育“在线考核系统研发工程”、开展新型农民“双富”工程、实施远程教育“三上”、“三推进”活动等,远程教育功能拓展取得丰硕成果。罗庄区远程教育发展过程中也凸显出一些问题,如部分党员干部对远程教育认识不充分、管理有困难;有些站点操作人员业务能力有限,人员配置不稳定;教学效果不够明显以及学习方式受限、站

    16、点功能单一等。本文以马克思主义分析方法为指导,同时使用了现代的实证分析方法,力求对农村党员干部远程教育这一研究问题进行系统深入和有效地分析。本文认为,在农村,党员干部现代远程教育具有广阔的发展前景,健全的体制机制是其发展的健康发展的前提保障,而创新则是农村党员干部现代远程教育发展的不竭动力。关键词:罗庄区;现代远程教育;农村党员干部ABSTRACTModern distance education is a new educational way to combine information technology and modern educational thought. It is th

The subject of party members and cadres in rural areas of modern distance education is a new action our party takes according to the new situation and new tasks.As one of the important projects of “three rural”, modern long-distan

    18、ce education contributes a lot to party members and cadres excellence in competition, as well as a reasonable solution to problems of rural areas, farmers and agriculture. It attaches great importance to this topic at home or abroad, it has been as an important area of research and branch in modern

    19、education to study, whether the contents or the way of study has entered a relatively mature state. It has been eight years since LuoZhuang District was selected as a pilot area for party members and cadres of modern long-distance education in rural area of LinYi.
