2、cial equipments, to ensure the safety of staffs life and property. 1.2. 对特种作业人员、包括特种设备作业人员（以下简称特种作业人员）的教育培训、持证上岗管理作出了规定。We set rules to the staffs who are engaged in special operations, including the educational training of special equipments work staffs (which is short for special work staffs ) and

7、ve device.4.3本规定所称特种作业人员：是指容易发生事故，对操作者本人、他人的安全健康及设备、设施的安全可能造成重大危害的作业人员。特种作业的范围由国家特种作业目录规定，公司内有：高压电工、低压电工、焊接与切割、等特种作业。The special operations staffs in this rule refer to as follows: those positions are easy to have accidents, may lead to serious danger to the operators, the safe health as well as the

We have high pressure electrician, low pressure electrician, weld and carve, and other special operations.4.4本规定所指特种设备作业人员：指锅炉、压力容器（含气瓶）、压力管道、电梯、起重机械、厂内专用机动车辆等特种设备的作业人员及其相关管理人员统称特种设备作业人员（指特种设备安全

13、s as well as keeping the information of the staffs for reference.5.3 物流部负责本公司特种设备的采购以及成品库和原材料库的特种设备的安全使用。The Logistic Department is responsible for the purchasing of the special equipments and the safe using of the special equipments in the raw material storeroom.5.4 项目部负责本部门特种设备的安全使用。The project de
14、partment is responsible for the safe using of the special equipments in its own department.6 文件内容(Procedure) 5.1采购特种设备及涉及安全性能的元、附、配件时，必须选择国家认定的具有生产许可证或安全认可证的厂家生产的合格产品。When you purchase the special equipments and security involved components, attachments and parts, you should choose the factory-manuf
15、acture qualified products which have the production certificate and the security certificate identified by the country. 5.2公司所购置的特种设备必须符合国家有关特种设备安全技术监察规程，设备安全防护装置、附件齐全有效，设备须随机附带产品合格证、产品生产许可证、安全检验质量监督证明、安全操作使用说明书及有关技术资料。The special equipment purchased by the company must be accordance with the regula

Besides, the devices should be equipped with the product qualification certificate, the safe check quality supervision certificate and the safe operation instr
17、uctions and the related technical information.5.3特种设备的安装、修理、改造工程和委托性维修保养工作由设备部对实施单位进行技术安全资质验证。未通过安全资质验证的单位，禁止在本公司承接各类特种设备的安装、修理、改造工程和委托性维修保养工作。The equipment department is responsible for carrying out the technical security testing to the installing, mending, the transforming project and the authoriz

Those havent passed the security testing unit is prohibited to carry out the installing, mending, the transforming project and the authorized protective work.5.4特种设备安装、修理、改造工程必须按国家相关的安全法规、标准进行施工，确保工程安全质量。施工过程中，EHS工程师应随时检查并掌握工程安全质量状况。The installing of t

During the project, EHC engineer should check and know the security quality of the project at any time.5.5
20、安装、修理、改造工程完成后，施工单位必须出具工程施工安装(修理、改造)质量证明或工程自检合格报告，由设备部组织有资质的检验机构进行验收和检验，并做出检验结论，经验收合格后转入固定资产，方可投入使用。After the installing, mending, and transforming project, the project units should show the quality certificate of the project construction and installment or the self-check report. 30、d technical supervision for the record, but it must have reliable safety measure and the deadline to check the deadline.5.13特种设备的注册登记与报废The special equipment registration and scrap5.13.1新装、移装的特种设备经检验、验收合格后，由设备部统一向政府质量技术监督主管部门办理特种设备注册手续。压力容器完成注册后，核发使用登记证，其它特种设备完成注册后，核发安全检验合格标志，厂内机动车辆核发厂内机动车辆牌照。Been n
