11、院关于发布实施促进产业结构调整暂行规定的决定(国发200540号)要求推动产业结构优化升级促进经济增长由主要依靠工业带动和数量扩张带动向三次产业协同带动和优化升级带动转变立足节约能源推动发展。合理规划产业和地区布局避免由于决策失误造成能源浪费。 (二 )推动服务业加快发展。充分发挥服务业能耗低、污染少的优势努力提高服务业在国民经济中的比重。要以专业化分工和提高社会效率为重点积极发展生产服务业,以满足人们需求和方便群众生活为中心提升生活服务业。大中城市要优先发展服务业有条件的大中城市要逐步形成以服务经济为主的产业结构。 (三 )积极调整工业结构。严格控制新开工高耗能项目把能耗标准作为项目核准和备
